HomeMy WebLinkAbout2001-09-11 - AGENDA REPORTS - CMTE APPTS SANTA MONICA (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Item to be presented by:/ Rick Gould DATE: September 11, 2001 SUBJECT: APPOINTMENTS TO THE SANTA MONICA MOUNTAINS CONSERVANCY ADVISORY COMMITTEE AND THE SANTA CLARITA WATERSHED, RECREATION, AND CONSERVATION AUTHORITY DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council appoint the current Director of Parks, Recreation, and Community Services as the City's representative to the Santa Monica Mountains Conservancy Advisory Committee and the Santa Clarita Watershed, Recreation, and Conservation Authority. BACKGROUND In 1990, State Senate Bill 1885 was enacted, giving the City of Santa Clarita a seat on the Advisory Committee of the Santa Monica Mountains Conservancy (SMMC). Subsequent to the enactment of this Bill, the City Council took action appointing the then City's Parks and Recreation Director to serve as the City's representative on the SMMC Advisory Committee. In January of 1993, the City Council took a similar action when a new Director of Parks, Recreation, and Community Services was hired. Since its inception, the SMMC has entered into a number of joint powers agreements (JPA's) with other public agencies for the specific interest of open space acquisition and preservation in the near proximities of those public agencies. In 1993, the City of Santa Clarita and the SMMC entered into such a JPA for the purpose of acquiring, developing, and conserving park and open space land, including water oriented recreation and conservation projects near and within the Santa Clarita Valley. The Santa Clarita Watershed, Recreation, and Conservation Authority JPA is comprised of two members of the SMMC, and two representatives from the City of Santa Clarita. The City's representatives are City Manager George Caravalho and Deputy City Manager Rick Putnam. Representation by the City on the SMMC Advisory Committee and the JPA has played an integral role in the expansion and preservation of open space, properties, and boundaries within the Santa Clarita Valley. In order to continue the City's representation on the �1t1� n `h� L-11 Agenda Item :4A., tR1Y Yl�ll'V �i `LJ1J Advisory Committee, it is the opinion of staff that the current Director of Parks, Recreation, and Community Services be named as the City's representative on these two committees. ALTERNATIVE ACTION Make no changes to the current City representation to the SMMC Advisory Committee and JPA. Appoint another individual to the SMMC Advisory Committee and JPA.
