appropriation to account number 3814-8001, and increase estimated revenues in account
number 453-6714 by the same amount.
BACKGROUND
The Department of Conservation, Division of Recycling (DOC) provides annual grants to
cities and counties for promoting beverage container recycling and/or litter clean-up
activities. The DOC calculates the amount of grant funds awarded to cities on a per capita
basis. This year the City was awarded $43,504.00 for use in recycling programs. The funds
are to be used for the following projects:
1. Preparation of an activity book for children with educational information on
environmental issues, emphasizing the importance of recycling beverage containers.
2. Production of 5,000 copies of the activity book for distribution at special events and
school assemblies. Staff will produce the activity books in time for the River Rally
for distribution to the younger volunteers.
3. Purchase of customized recycling containers for use in public areas such as parks,
bus shelters, and public buildings.
4. Other related activities such as advertising and promoting beverage container
recycling through funds that were initially provided for a project that was completed
this year.
DOC has placed a strong emphasis on the need for residents to recycle beverage containers.
Recently it has launched a major promotional campaign in response to the decline in
beverage container recycling throughout the State. The DOC has highly recommended that
cities use some of their grant funds for participating in the advertising campaign.
