SUBJECT: COST RECOVERY ANALYSIS AND PROPOSED NEW FEE SCHEDULE

RECOMMENDED ACTION
City Council adopt Resolution, establishing a schedule of fees and charges for City services, and
introduce and pass to second reading an Ordinance, amending Title 8, Animals, Chapter 8.90,
of the Santa Clarita Municipal Code, regarding fees for services and activities for animal
control, to become effective October 1, 2001.
BACKGROUND
This item was presented at the June 12, 2001 Council meeting and was continued to this
meeting to give staff additional time to work with the public on the development of these fees.
In 1990, the City Council directed staff to prepare a study identifying the full cost of providing
services. The result of this effort was the adoption of City Council policy establishing
cost -recovery standards, the adoption of the City's first full -cost based fee schedule, and an
ongoing mechanism to assess the cost of City services and to adjust fees accordingly.
Since 1990, there has been only one adjustment to fees, which was adopted in 1996. In early
2001, the City Manager directed staff to reassess the City's full cost of providing services. The
1990 business cost assessment methodology was again utilized in performing the current cost
analysis update. The 2001 analysis shows that the City's fees have not been increased to keep
up with costs. As a result, the City is not recovering costs at the levels established by the City
Council in 1996.
In May, staff conducted public meetings to receive input on the proposed cost recovery plan.
This input has been incorporated into the proposed fee schedule. Per ordinance No. 96-24,
adopted on July 9, 1996, staff will be reviewing the City's fees annually and bringing forward
any proposed adjustments with the budget.
The new fee schedule for animal control services has also been included in this item. Changes
to these fees were last adopted in 1996, and the new fees will bring the City in line with the
charges for animal control services charged by Los Angeles County.
Agenda Item 49
Propositions 4 and 13 established the "costs reasonably borne" philosophy. This philosophy
necessitates the determination of the full business cost of each City -provided service, the
identification of the beneficiary of each service, and the evaluation of services to determine an
appropriate level of cost recovery for each. "Costs reasonably borne" implies a direct
relationship between payment of fees and charges and receipt of services. This direct
fee/service and tax equity relationship does not exist when tax monies are used to subsidize
services received by only a small portion of the taxpaying public, or by non-residents.

FISCAL IMPACT
It is estimated that adoption of the revised fees will result in additional revenues of
approximately $700,000, based on projected FY 01/02 activity levels.

CITY OF SANTA CLARITA, CALIFORNIA
AMENDING TITLE 8, ANIMALS, CHAPTER 8.90
OF THE SANTA CLARITA MUNICIPAL CODE
REGARDING FEES FOR SERVICES AND ACTIVITIES
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. The Santa Clarita Municipal Code is hereby amended at Chapter 8.90,
relating to the Fee Schedule, to read as on Attachment.
SECTION 2. The City Clerk shall certify the passage of this Ordinance and shall cause
the same to be published as required by law.

The fees required to be paid for all services and activities set forth in Title 10 are as follows
except that the director may waive any fees in cases of undue hardship:
I. SPAYING AND NEUTERING
AD dogs and cats sold by the department are required to be spayed or neutered as a
condition of sale. The fee for any such services performed by the department shall be
paid at the time of purchase. Except that, for such animals purchased under the age of
four months, the department shall collect a trust deposit, redeemable to the purchaser
upon proof that spay/neuter services have been performed by a licensed veterinarian
after such animal has reached the age of four months.
