SUBJECT: CROSS -VALLEY CONNECTOR GAP CLOSURE — APPROVAL OF
PROGRAM SUPPLEMENT NO. M013 — PROJECT NO. S1001

RECOMMENDED ACTION
City Council approve Program Supplement No. M013 for the Cross -Valley Connector Gap
Closure, Project No. S1001; and authorize the City Manager or his designee to approve all
documents relating to this supplement, subject to City Attorney approval.
BACKGROUND
The Cross -Valley Connector Gap Closure consists of a 1.6 -mile extension of Newhall Ranch
Road from I-5/SR-126 to Copper Hill Drive/Rye Canyon Road, and would provide enhanced
access to existing and planned commercial and industrial uses in the Valencia Industrial
Center, Valencia Commerce Center, Valencia Gateway, Rye Canyon Business Park, and
Valencia High School. The Connector would also dramatically reduce cross -valley bus
travel times, and the roadway cross-section would be designed to include a Class -I bike
path adjacent to the roadway.
The Cross -Valley Connector Gap Closure would be a significant link in the area's
transportation network because it would reduce out -of -direction travel and improve inter-
regional travel by improving east -west mobility. The gap closure would aid in the balance
of the region's transportation network by improving access to commercial/industrial centers
located along the I-5 corridor.
Through the 2000 Abbreviated Call for Projects, the City was awarded $475,000.00 of
AB 1012 (STIP) funds to be matched by $475,000.00 of local funds, for a total of $950,000.00
for the preliminary engineering phase of the project. Preliminary engineering consists of
the preparation of environmental documents (PA&ED) and final design (PS&E), with
$450,000.00 estimated for PA&ED and $500,000.00 for PS&E.

Master Agreement No. 07-5450 for federal aid projects was executed by the City and the
State on July 15, 1997. Under the terms of the agreement, the City agreed to comply with
all federal/State regulations. However, no funding was established to reimburse the City
for our efforts, since this is always addressed in a separate Program Supplement
Agreement. Program Supplement No. M013, Exhibit "A," is the supplement for this project,
which is currently in the preliminary engineering phase of work.
Program Supplement No. M013 allocates $197,422.00 in federal participation funds,
$25,578.00 in State match funds, and $227,000.00 in local match funds for the PA&ED
portion of the preliminary engineering phase of the project. Program Supplement
No. M013 will be revised at a later date to include other portions and phases of work and
respective allocation of funds. Resolution No. 97-58, Exhibit "B," approved by the City
Council on June 24, 1997, authorizes the City Manager or his designee to execute all
Program Supplements to Master Agreement No. 07-5450.

FISCAL IMPACT
The City's local match will be funded by the Valencia Bridge and Thoroughfare (B&T)
District. Funds in the amount of $475,000.00 have been budgeted in Account
No. 51001304.
