RECOMMENDED ACTION
City Council approve Arts Advisory Board Steering Committee nominations.
BACKGROUND
In June 2000, City Council approved implementation of Cultural Affairs Phase I to be
housed in Parks, Recreation, and Community Services. Implementation includes a five -
member Arts Advisory Board Steering Committee responsible for strategic planning, policy,
and procedure development as it relates to cultural affairs. The Steering Committee will be
comprised of individuals representing arts, education, business, and the community, and
will develop into an eleven -member Arts Advisory Board.
Staff received 13 applications for the Arts Advisory Board Steering Committee. Candidates
were evaluated based on previously established application criteria and overall experience
in the arts and seven applicants were interviewed.
The five -member Steering Committee is comprised of three candidates selected through the
application process, an Arts Alliance representative, and a Parks and Recreation
Commissioner. The Arts Alliance elected Dr. Peter Pocock on February 17, 2000, to be their
representative. The Parks and Recreation Commission nominated Commissioner Wooten
on December 7, 2000, to be their representative.
Staff presented nominations for the Arts Advisory Board Steering Committee at the
December 7, 2000, Parks and Recreation Commission meeting. The Parks and Recreation
Commission endorsed the following individuals for the Arts Advisory Board Steering
Committee and requested Staff to forward nominations to City Council for approval:
• Hannah Eisenberg Member at Large Representative
• Gloria Locke Professional Artist Representative
• Dr. Peter Pocock Arts Alliance Representative
• Murray Siegel Film Industry Representative
• Kimberle Wooten Parks and Recreation Commission

CULTURAL AFFAIRS ADVISORY BOARD BACKGROUND AND APPLICATION
The implementation of Cultural Affairs calls for establishing a volunteer Arts Advisory
Board. A five -member Arts Advisory Board Steering Committee will be established to
develop policy and procedure for arts in Santa Clarita. The Steering Committee will
eventually develop into a maximum of an 11 -member Cultural Affairs Advisory Board. The
Board's role is to advise staff and represent community arts needs.
It is highly recommended that applicants review the Cultural Arts Master Plan — Phases I
and II prior to applying for an Advisory Board position.
History
In 1996, the City of Santa Clarita called upon local artists and arts organizations to come
together to better understand and assess arts needs in Santa Clarita. This process led to a
monthly community-based meeting, known as the Arts Alliance.
The City and the Arts Alliance focused on developing a community -wide cultural arts
master plan. In June 1997, with the aid of a matching grant from the Los Angeles County
Arts Commission, an arts consultant was hired to develop the Cultural Arts Master Plan.
Phase I focused on the needs of the arts community, arts organizations, and the need for
further planning.
Phase II focused on developing facilities and creating a Local Arts Agency, utilizing
information from local arts organizations, potential partners, non -arts agencies, and City
representatives. Eleven other comparable facilities were interviewed and assessed. An in-
depth marketing study showed Santa Clarita as a potential hotbed for arts activity.
Cultural facilities development is underway with the City providing capital arts grants to
develop a theater district in the Newhall Redevelopment Area, and with the commitment to
partner with College of the Canyons Performing Arts Complex.
In January 2000, City Council approved the concept of creating a local arts agency, known
as Cultural Affairs. The concept includes, but is not limited to, the following:
• Recruitment of qualified arts staff.
• Development of Cultural Affairs Advisory Board.
• Development of policy and procedure for Cultural Affairs.
• Beginning strategic planning and implementation as it relates to Cultural Arts Master
Plan.
CULTURAL AFFAIRS
Mission
The mission of Cultural Affairs is to promote, support, and develop arts and culture for the
benefit of citizens, arts organizations, and artists of the Santa Claria Valley; including the
following objectives:
• Provide leadership and infrastructure.
• Liaison to local arts organizations.
• Develop arts policy and procedure.
• Create strategic plan for community arts development.
• Create partnerships with the arts and non -arts sectors.
• Produce and present performing and visual arts events.
• Advocate for federal, state, and local funding.
• Administrate Art in Public Places program.
• Provide opportunities in granting, board development, marketing, and fundraising.
• Market local artists and agencies.
• Coordinate City arts grant programs.
• Create audience development project to increase community awareness.
• Enhance art education opportunities in public schools.
• Convene arts meetings (local and state).
ADVISORY BOARD
Cultural Affairs Advisory Board
A five -member Steering Committee will be established to develop the initial policy and
procedure for the Advisory Board. The Steering Committee will eventually develop into a
maximum of an 11 -member Cultural Affairs Advisory Board.

The following process will determine seats on the implementation Steering Committee and
Advisory Board:
• Open recruitment using application process.
• Positions based on candidate categories.
• Review of applicants based on criteria and arts experience.
• Presentation to Parks and Recreation Commission.
• Recommendation to City Council.
• Approval by City Council.
• Advisory Board will be recruited in the same manner (up to 11 members).
Note: The existing approval process will be used to fill vacancies.
Criteria — Advisory Board
Selection of Advisory Board members will be based on the following criteria:
• Knowledge of the broad aspect of cultural arts in Santa Clarita.
• Knowledge of, and conceptual agreement with, the adopted Cultural Arts Master Plan.
• Vision for the development and enhancement of cultural arts locally and regionally.
• Background and expertise directly related to applicant category.
IMPLEMENTATION — CULTURAL AFFAIRS
The following implementation plan is for additional staff and programming required for
Cultural Affairs. Staffing and programming will be developed in three phases over a two-
year period.
PHASE I
Actions
• Recruit Cultural Arts Supervisor to develop and implement Cultural Affairs,
• Recruit five -member advisory Steering Committee.
• Research policy and procedure for Cultural Affairs and Advisory Board.
• Begin strategic planning as it relates to Cultural Arts Master Plan.
PHASE H
Actions
• Develop Cultural Affairs policy and procedures.
• Identify and recruit entire Cultural Affairs Board (11 -member maximum).
• Determine if Art in Public Places program will be established.
• Finalize Local Arts Agency strategic plan.
Note: Elements of Phase II implementation depend upon the City adopting a Public Art
program.
PHASE HI
Actions
• Recruit Art in Public Places coordinator and clerical positions,
• Implement strategic plan and Cultural Arts Master Plan programs,
• Identify additional funding sources.

ADVISORY BOARD STEERING COMMITTEE
JOB DESCRIPTION
Qualifications
• Interest in furthering the goals of Cultural Affairs and Cultural Arts Master Plan.
• Experience, or knowledge, and available time to help in the following areas: business
management, finance, program development, education, public relations/marketing, and
fundraising.
• Resources and professional experience on local, regional, and/or national levels.
• Individuals who have maintained a high degree of familiarity with issues, concerns, and
trends in the arts field.
Duties
• Take leadership role in developing policy and procedure and strategic planning of
Cultural Affairs.
• Advise staff in meeting Cultural Affairs goals and objectives as outlined in Cultural
Arts Master Plan.
• Be a positive Cultural Affairs representative, promoting and gathering support within
the community.
• Liaison between community and agency staff.
• Liaison with other arts organizations.
• Advise staff on development of arts -related issues.
Time Commitment
• Approximately four hours every month for Advisory Board Steering Committee
meetings.
• Attend strategic planning meetings.
• Time commitment will vary during development and implementation.
