HomeMy WebLinkAbout2001-10-23 - AGENDA REPORTS - CULTURAL RECREATION GRANTS (2)CONSENT CALENDAR DATE: CITY OF SANTA CLARITA AGENDA REPORT October 23, 2001 City Manager Item to be presented by"-- lick Gould SUBJECT: AUTHORIZING THE SUBMITTAL OF GRANT APPLICATIONS FOR URBAN AND RECREATIONAL AND CULTURAL CENTERS, MUSEUMS, AND FACILITIES FOR WILDLIFE EDUCATION OR ENVIRONMENTAL EDUCATION PROGRAM UNDER THE STATE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000. DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt Resolutions authorizing the submittal of grant applications to the State of California — The Resources Agency, Department of Parks and Recreation. BACKGROUND The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 was a response to the recreational and open -space needs of a growing population and expanding urban communities within California. The Act is intended to revive state stewardship of natural resources by investing in neighborhood parks, state parks, clean water protection, coastal beaches, and scenic areas. The Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife or Environment Education Grant Program (URCC) will provide funds, on a competitive basis, to eligible applicants to enhance, develop, and rehabilitate urban recreational and cultural centers, museums and facilities for wildlife or environmental education in urban areas throughout California. The grant funds shall be used for the development or rehabilitation of real property consisting of urban recreational and cultural centers, museums, and facilities for wildlife education or environmental education. The projects proposed shall be operated on lands that are already in public ownership. $8,000,000 has been allocated for the URCC program. This program does not require matching funds. Staff is interested in submitting two grant applications to the State of California — The Resources Agency, Department of Parks and Recreation. One application is to secure $106,600 to assist the Santa Clarita Valley Historical Society with the transformation of the Pardee House into a museum and visitor's center. The second application $93,744 Adopted:Agenda item: seeks to assist the Historical Society reconstruct the Frew Blacksmith Shop, to allow it to be used as a "living museum". Both of these structures are located at Heritage Junction, Senator Pete Knight and Assemblyman George Runner have submitted letters of nomination to the State Department of Parks and Recreation on behalf of these projects. ALTERNATIVE ACTION 1. Not approve Resolutions authorizing submittal of the grant applications. 2. Other direction as determined by City Council. FISCAL IMPACT If the City's grant request is funded, the City may use up to 25% of the project grant amount for non -construction costs, including grants administration, plans, permits, specifications, and CEQA compliance.
