$ECOMMENDED ACTION
City Council adopt a resolution establishing a passenger loading/unloading zone (200 feet)
and a no -stopping zone (200 feet) for Placenta Junior High School along the north aide of
Dalbey Drive.
Placerita Junior High School, in coordination with the Los Angeles County Sheriffs
Department, will be implementing a pick-up/drop-off program along Dalbey Drive in
March 2001 (date to be determined). This is in response to school -related traffic congestion
currently occurring along Dalbey Drive during the peak morning and afternoon traffic
periods. On January 19, 2001, City staff was contacted by the Los Angeles County Sheriffs
Department School Patrol Unit, requesting that a passenger loading/unloading zone and a
no -stopping zone be established adjacent to the school to facilitate this program.
On February 6, 2001, City staff from the Traffic and Transit Divisions met with
Mr. Robert Gapper, Principal of Placerita Junior High School, and observed traffic
conditions along Dalbey Drive. City staff had previously met with Mr. Gapper and
observed traffic conditions on Dalbey Drive on two prior occasions. Staffs evaluation
indicated that a passenger loading/unloading zone and a no -stopping zone would minimize
traffic congestion and provide the school with a designated drop-off and pick-up area.
There will be minimal impact to on -street parking, since both the passenger
loading/unloading and no -stopping zones will only be in effect between 7:00 a.m. and
8:30 a.m. and between 1:00 p.m. and 3:30 p.m., school days only.
The passenger loading/unloading and no -stopping zones would include the area currently
occupied by the westbound bus stop that serves Santa Clarita Transit Routes 5 and 6.
Transit Division staff recommended that the existing bus stop be removed and two new bus
stops be established. One stop would be located on Dalbey Drive immediately west of

Newhall Avenue. This stop would serve regular transit riders. The other bus stop would be
located adjacent to the proposed passenger loading/unloading zone and would serve
primarily school -related transit trips.
City staff received a letter (Exhibit "A") dated February 22, 2001 from Placerita Junior
High School confirming the request. As stated in the letter, the school is making the
request, and they are in full agreement with the proposed passenger loading/unloading and
no -stopping zones and bus stop relocation.
ALTERNATIVE_ ACTIONS
1. Keep existing situation as is.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of ten signs, amounting to approximately $1,000.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

Re: Request To Relocate City Transit Bus Stop
Dear Mr. Perry,
Thank -you for taking the time to meet with me regarding the re -location of the
City Transit bus stop located on Dalbey directly in front of the Placerita Junior
High campus. As you are aware, we have been working with the Sheriffs
Department and City officials to improve student safety in front of our school. As
I reported several weeks ago in a meeting sponsored by the City, automobiles in
front of and around our campus have struck six students, in the past 24 months.
We are very close to implementing a valet student pick-up and drop-off system
on Dalbey directly in front of our school. An evaluation of the area planned for
the valet system has reveled a problem with the current location of the City
transit bus stop. The current bus stop location will prevent the establishment of
an adequate student drop-off and pick-up area since the stop occurs directly in
the middle of the planned valet zone. I am requesting that the bus stop be
moved approximately 100 feet down Dalbey toward Orchard Village. Moving the
stop will enable Placenta staff and Sheriffs Department personnel to establish a
safe and effective valet student pick-up and drop-off system.
I am also requesting that the area in front of Placenta Junior High be established
as a no parking zone during school start-up and dismissal times. This action is
necessary so that we can set-up the valet zone each morning and afternoon.
