Price DATE: September 25, 2001 SUBJECT: SOLEDAD CANYON EL NINO BANK STABILIZATION PROJECT NO. D4001— CONTRACT AWARD DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the construction contract for Soledad El Nino Bank Stabilization, Project No. D4001, to Calex Engineering Company in the amount of $672,364.00, and authorize a 15 percent contingency expenditure in the amount of $100,855.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Appropriate $324,208.00 to Account No. D4001103-8001 for additional FHWA funding; increase estimated revenues in Account No. 103-5263 by $324,208.00; and transfer $11,480.00 from City Council Contingency Account No. 1240-7401 to Account No. D4001001-8001 to provide the City's full Local Match contribution towards project construction. BACKGROUND As a result of the heavy storm season in 1997-1998, restoration efforts were initiated to prevent future erosion of the riverbank along Soledad Canyon Road across from the former Saugus Speedway. Emergency Relief Restoration funds from the Federal Highway Administration (FHWA) will fund 88.53 percent of this bank stabilization project with the City contributing the 11.47 percent with Local Matching funds. This project consists of placing 1,2001inear feet of soil cement bank stabilization along the riverbank. When completed, this bank protection will give a natural look to the finished slope. This type of floodwater protection has been successfully used throughout the Santa Clarita Valley. A temporary road will be constructed to deliver the stockpiled materials from the north side of the river to the project site. Existing rock will be utilized at each end of the project. On July 10, 2001, the City Council authorized the advertisement for bids for the Soledad El Nino Bank Stabilization, Project No. D4001. On September 13, 2001, the City Clerk's office received bids for the project (see Exhibit `B," Bid Results). As a result of the budget process at the close of last fiscal year, $527,000.00 was budgeted for this project. However, upon completion of the design effort in July, the engineer's kr--%PRQVEI Agenda Item SOLEDAD CANYON EL NINO BANK STABILIZATION PROJECT NO. D4001— CONTRACT AWARD September 25, 2001— Page 2 construction estimate increased to $594,000.00. Additionally, the lowest bid came in higher than the engineer's estimate. The lowest bid was submitted by Calex Engineering Company in the amount of $672,364.00. After reviewing the bid summary, staff verified the apparent low bidder's contractor's license, surety company, and project references. Based on the investigation, staff recommends awarding the construction contract to Calex Engineering Company, the lowest responsive bidder, in the amount of $672,364.00. The construction is estimated to be completed in 28 working days. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The current budget for construction of the Soledad Canyon El Nifio Bank Stabilization Project is $527,531.00. FHWA grant funds in the amount of $440,000.00, $20,000.00 in Gas Tax funds, and $67,531.00 in General funds have been budgeted in Fiscal Year 2001-2002. Upon completion of project design in July, estimated costs to complete this project increased due to unforeseen elements, such as de -watering tasks and additional street drains required. Staff had applied for and received additional federal participation. However, to obtain federal funding participation, which is 88.53%, the City needs to award a construction contract by end of federal Fiscal Year September 29, 2001. Staff recommends additional appropriations to reflect the additional funding from FHWA in the amount of $324,208.00 to Account No. D4001103-8001, and $11,480.00 from City Council Contingency Account No. 1240-7401 to Account No. D4001001-8001, for the Local Match. This will then reflect the estimated construction costs of $863,219.00, which provide for the construction contract of $672,364.00, a 15 percent contingency of $100,855.00, and $90,000.00 for construction engineering tasks which include inspection by City staff, a biologist, and a geologist. The additional appropriations will then reflect $764,208.00 in Account No. D4001103-8001, representing 88.53 percent of the costs; and, $99,011.00 in Local Match, which would be 11.47 percent of the costs.
