DISPLAYS — PHASE II, AND BATTERY BACTRAFFIC SIGNAL

City Council approve the plans and specifications, authorize the advertising for bids for the
installation of battery back-up systems, and expand the City's contract with Metro Parking
and Traffic Systems Inc. to install additional LED traffic signal
approve the transfer of funds in the amount of $79,000.00 from AccountlNo. 4332-8001 and
$73,000.00 from Account No. 4331-8001 to CIP Project Account No. 60017201-8001; and
$30,000.00 from Account No. 4321-8001, $40,000.00 from Account No. 4322-8001 and
$25,000.00 from Account No. 4321-8028 to CIP Project Account No. C0017001-8001. 2-8
BACKGROUND
On January 23, 2001, the City Council approved the construction award for the installation
of Light Emitting Diode (LED) traffic signal

The City originally reserved $200,000.00 worth of LED rebates from Southern California
Edison. Due to funding constraints, the fust phase of the LED installation will only claim
approximately half of the total reserved rebates. The second phase of the project will claim
the remaining rebate amount. However, there is a June 1, 2001 deadline to complete the
LED project to receive the full rebate. If completed after June 1, 2001, the remaining
unclaimed rebate will be reduced in half. To meet this deadline, staff is requesting
authorization to add the City's Phase II LED Signal Display Installation

In addition, a new project for a battery back-up system will be installed at 10 to 13 major
intersections in the City. The purpose of the battery back-up system is to energize traffic
signals during periods when anticipated rolling "brownouts" or Citywide power outages
occur. Staff has coordinated with representatives of the Sheriffs Department in this
Process, and both agree on the specific intersections identified to be upgraded.
The attached Exhibit "A" shows the list of locations for the Phase II LED signal project and
the signal battery back-up system. Exhibit "B" is a map showing all the LED locations and
the proposed battery back-up signals.

The total anticipated cost associated with Phase II of the LED program is $152,000.00, and
the Battery Back-up System project is $98,000.00.
