HomeMy WebLinkAbout2001-11-27 - AGENDA REPORTS - FLYING TIGER CIRCLE FINAL MAP (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: November 27, 2001 City Manager Approval: Item to be presented by: — ////Zl K Curtis Nav SUBJECT: PARCEL MAP NO. 25916 (FLYING TIGER CIRCLE) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Parcel Map No. 25916 (Flying Tiger Circle); 2) Accept on behalf of the public the offers of dedication for public streets, the right to restrict direct vehicular ingress and egress to Sierra Highway, easements for sanitary sewer purposes, and all sanitary sewers and appurtenant structures within the tract; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Parcel Map No. 25916, which indicates that all special assessments levied by the City have been paid; and 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 25916, which embodies the approval of said map and the acceptance of the dedications shown thereon. BACKGROUND Parcel Map No. 25916 (Flying Tiger Circle) is the only phase of Vesting Tentative Parcel Map No. 25916, which was granted approval by the Planning Commission on June 6, 2000. This parcel map, consisting of approximately 12.6 acres, is located on the southeast side of Sierra Highway north of Via Princessa, and is owned by Double High Financial. This map is creating five commercial parcels and one public street. Water rights have been secured for these parcels. / Agenda Item: PARCEL MAP NO. 25916 — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION November 27, 2001— Page 2 Sufficient street right-of-way has been dedicated along Sierra Highway for a future Class II bike lane. The site is for commercial purposes only and has no Quimby requirement. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public street shown on this map will be dedicated to the City. The maintenance of this street will impact the City's street maintenance budget. Acreage: Approximately 12.6 acres. Number of Lots: Five. Use: Commercial. Developer: Double High Financial. Trails/Paseos: Sufficient street right-of-way has been dedicated along Sierra Highway for a future Class II bike lane. Quimby Fee: No Quimby fee is required for this commercial project. B&T Benefit District Fee: The project is located in the East Side Bridge & Thoroughfare District. The B&T obligation, based on the current fee schedule for commercial property, is $631,500.00. These fees will be paid at issuance of building permits. Transit Fees: No transit fee is required for commercial development. Road Improvements: One new public street is being proposed within this parcel map. School Fees: All appropriate school fees will be paid at the time of building permits.
