HomeMy WebLinkAbout2001-03-27 - AGENDA REPORTS - FRIENDLY VAL EXPANSION (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: PUBLIC HEARING DATE: March 27, 2001 SUBJECT: TENTATIVE TRACT MAP EXPANSION/ASSOCIATION 11 TERMINUS OF BRENDLE WAY DEPARTMENT: Planning and Building Services RECOMMENDED ACTION 52385, FRIENDLY VALLEY CIRCLE KNOLL COURT AND The City Council receive staff presentation, open the public hearing, receive public testimony, close the public hearing, discuss and approve a Resolution to adopt the negative declaration, approve a resolution to approve Tentative Tract Map 52385, Conditional Use Permit 99-019, and Hillside Review 99-112, and introduce an Ordinance approving Zone Change 99-003, and pass to second reading on April 10, 2001 BACKROUND On February 6, 2001, the Planning Commission adopted Resolution P01-02, recommending approval of Master Case 99-370 consisting of Conditional Use Permit 99-019, Hillside Review 99-112, Tentative Tract Map 52385, and the Draft Mitigated Negative Declaration prepared for the proposal to develop 44 multi -family units on 27 acres of land. Currently the parcel is zoned RL (Residential Low). The applicants, Zephyr Partners and Friendly Valley Recreational Association, applied for the Zone Change to rezone the property RM (Residential Moderate). The General Plan currently designates the site as RM, therefore, a General Plan Amendment is not necessary. ANALYSIS The 26.88 -acre site is currently vacant. The proposed development is an expansion of the existing Friendly Valley Community. The applicants, Zephyr Partners and the Friendly Valley Recreation Association, are proposing to create a total of six lots. Lots 1-3 (approximately 17.04 acres) would be the residential lots and lots 4-6 (approximately 9.84 acres) would be open space lots. The open space lots would be located along the northern property line of the project site, adjacent to the secondary ridgeline. The proposal includes the construction of 22 duplexes, or 44 total units on the site. The proposed residential structures would be consistent with the existing structures in the Friendly Valley Community in both size and architecture. Access for the site would be provided via Circle Knoll Court, with an emergency access off of Brendle Way. All traffic generated by the development would be routed through the existing Friendly Valley Community. At the February 6, 2001 Planning Commission Meeting three issues were brought up regarding recommended conditions of approval for the proposal. These issues were the utilization of landform contour grading, the installation of sidewalks along both sides of the proposed streets, and the elimination of head -in parking at the end of the proposed cul-de- sacs. The Planning Commission adopted the recommended conditions of approval, with the exception of allowing the installation of sidewalks along one side of the proposed streets. After the Planning Commission hearing, the applicant met with staff and amended the site plan. The site plan has been revised and staff supports the site plan before you tonight, which includes land form contour grading and the exclusion of head -in parking. The proposal for review complies with the conditions of approval attached to Planning Commission Resolution 01-02. An Initial Study and Mitigated Negative Declaration were prepared and circulated for public review January 17, 2001 though February 6, 2001. ALTERNATIVE ACTIONS 1. Council may choose not to adopt Resolution and Ordinance and not pass to second reading on April 10, 2001. 2. Other direction as determined by the City Council. FISCAL IMPACT None by this action. This project involves the development of 44 condominium residential units on six lots, two open space lots, and a lot to be dedicated to the William S. Hart School District on a 26.88 -acre site. The proposed residential lots will range in size from approximately 177,579 Square Feet to 281,160 Square Feet in size. Approximately 11.23 acres of this 26.88 -acre site would be open space. Access to the development would be provided via Circle Knoll Court. The site zoning designation is RL (Residential Low). The General Plan designates a small portion of the site as RL (Residential Low) and RS (Residential Suburban) and the majority of the site is designated RM by the General Plan. The applicant is proposing to rezone the property to RM (Residential Moderate) with a PD (Planned Development) Overlay zone. The project site is located south of May Way, northwest of Sierra Highway, and east of Rainbow Glen Drive. The proposed development would be located south of Tentative Tract Map 48108. The proposal will be to the northeast of the existing Friendly Valley community. The Assessor's Parcel Numbers are 2864-002-004, 005, and 006. A Draft Mitigated Negative Declaration has been prepared for the proposed development and is available for public review at the Department of Planning and Building Services, 23920 Valencia Blvd., Suite 302, Santa Clarita, CA.
