RECOMMENDED ACTION

BACKGROUND
In January 2001, the City Council received a report on the status of the City's grant
activities. After receiving this report, City Council directed staff to report back at a
future date with an update. Tonight's report will focus on the City's grant
management program, the City's grant team, the grant process, and looking ahead
to 2002.
The purpose of the grant administration program is to bring back to Santa Clarita
tax dollars paid out by our residents to the State and Federal governments. City
staff applies or competes for these dollars, usually in the form of grant applications.
Grant strategies developed by staff and successfully implemented have brought in
millions of dollars over the last nine years, contributing to the quality of life Santa
Clarita residents enjoy.
The City has a grant team representing every City Department. This team
represents the investment and value the City places on acquiring grants. Team
members have various responsibilities, including attainment, execution, and
close-out of grants.
The grant process begins with direction from the City Council to seek funds for an
identified need or priority and ends with the guarantee that spent funds will pass
granting agency audits. Much of staffs grant activity is done behind the scenes.
Working with grantors, City staff takes action to put Santa Clarita in the most
favorable position, even before the grant application is released.
Looking ahead to 2002, we know that change is certain. The national and state
economies are uncertain, and the most reliable economic forecasters predict a flat or
down economy for the next nine to twelve months. As a result, funding for grants
will shrink as surplus funds at all levels of government are spent to help make up

for declining revenues. In the end, there will be more competition for fewer grant
dollars. However, the community's need for projects and services will not subside.
In response, staff proposes the creation of a grant attainment plan. This plan would
be reviewed within the context of the 2002-2003 City Budget process. It would allow
the City Council to direct staff to seek out the grant opportunities deemed as high
priority items. In concert with Council priorities, staff would compile in one location
the known grant opportunities, work with Council to prioritize those opportunities,
and develop an action plan. The action plan would include attainment strategies,
allocate staff resources, and allow for community feedback and year-end evaluation.
