BACKGROUND In 1989, the people of the State of California enacted Assembly Bill 1843 (W. Brown, Chapter 974, Statutes of 1989), the Tire Recycling Act, appropriating funds to encourage the reduction of landfill disposal and stockpiling of California waste tires. The California Integrated Waste Management Board (CIWMB) is charged with administering the funds on an annual basis through a competitive grants application process. The CIWMB is awarding individual grants in two areas, the Waste Tire Playground Cover Grant Program, and the Waste Tire Track and Other Recreational Surfacing Grant Program. Grants in amounts of up to $25,000 will be awarded for the Playground Cover Grant Program, and $10,000 for the Track and Other Recreational Surfacing Grant Program. These programs provide funds for Cities to purchase playground cover material and mulch that has been made out of recycled tires. Staff is interested in submitting grant applications to the CIWMB. If the City is successful in securing these grant funds, the grants will pay for playground cover surfacing material for the future Oak Spring Canyon Park, and mulch for several City parks. ALTERNATIVE ACTION 1. Not approve Resolutions authorizing submittal of the grant applications 2. Other direction as determined by City Council. Adopted:LL_ - , DI -111 Agenda Item 3 FISCAL IMPACT If the City's grant request is funded, it may save up to $25,000 on construction costs at Oak Spring Canyon Park, and $10,000 in maintenance fees for other City Parks. Matching funds are required; and are available in the existing budget for these projects. ATTAC— H_ MENTS Proposed Resolutions Council\waste management board
