Joe Inch April 24, 2001 RESOLUTION AUTHORIZING PREPARATION OF A 2001 GRANT APPLICATION FOR THE FEDERAL LAND AND WATER CONSERVATION FUND FOR THE RIVER PARK PROJECT Parks, Recreation, and Community Services City Council adopt a resolution authorizing a 2001 Grant Application for the Land and Water Conservation Fund Program, and authorize the City Manager to execute all necessary grant documents on behalf of the City. BACKGROUND The Federal Land and Water Conservation Fund (LWCF) Program was established in 1965 by Congress to provide funds to federal agencies and grants to the 50 States. The money allocated to the states may be used for acquiring lands and developing facilities for public outdoor recreation purposes. The 2001 program allocates approximately $7.7 million to local agencies in California, 60% of which is designated for the southern half of the state. The LWCF Program is a competitive grant program, and requires that grants be matched by the local agency in the amount equal to 50% of the total project cost. The City's application will be for the first phase of development of the river park, located northwest of the intersection of Soledad Canyon Road and Camp Plenty Road, in Canyon Country. This park is in the master plan stage, and among the features proposed are walking and hiking paths, picnicking, bird watching, nature study, and turf play areas. Due to the passive nature of the proposed facilities, the project is uniquely qualified to receive LWCF monies. The Fiscal Year 2000/2001 Budget identifies Los Angeles County Open Space Bond Act Funds and General Fund, as potential sources of the grant match, in the event the City is awarded the grant. Upon approval of the resolution, the City will submit a grant application to the State of California Department of Parks and Recreation to determine project eligibility. ALTERNATIVE ACTION it will be ranked against the program highly competitive with only a small Other action as determined by City Council. FISCAL IMPACT The grant request will be for the amount of $400,000, and will require equal matching funds. A lesser amount could be awarded, thereby, reducing the match. A portion of the match would be provided through remaining Los Angeles County Open Space Bond Act Funds, and the General Fund would provide the remaining $200,000 to $250,000. This match is not currently funded. If the City is successful in receiving the grant, the match could be requested from City Council contingency, or fund balance, if available.
