SUBJECT: RESOLUTION TO APPLY TO THE SCAQMD (SOUTH COAST AIR
QUALITY MANAGEMENT DISTRICT) AND THE MSRC (MOBILE
SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE)
FOR MATCHING GRANT FUNDS UNDER THE ALTERNATIVE
FUELS SUBVENTION FUND MATCH PROGRAM

Adopt a resolution, authorizing the City Manager to submit an application to the SCAQMD
(South Coast Air Quality Management District) and MSRC (Mobile Source Air Pollution
Reduction Review Committee) for funding under the Alternative Fuels Subvention
Fund Match Program. Direct the City Manager to enter into agreements with the
SCAQMD/MSRC necessary to participate in the Subvention Fund Match Program if selected
for funding.
The City is actively pursuing grants through the SCAQMD/MSRC. This current grant
matches budgeted AB 2766 funds and will request funding for the following vehicles:
• Replacement of five heavy-duty vehicles.*
• Replacement of two medium -duty vehicles.*
The grant will match City budgeted AB 2766 funds with different funding caps,
depending on the type of vehicle. Vehicles are matched dollar for dollar, up to $10,000 for
a medium -duty vehicle, and up to $20,000 fora heavy-duty vehicle. Fueling stations are
matched at 50 cents to one dollar with no caps. The table below shows the percent of the
total cost funded by this grant.

*These vehicles are on the FY 2001-2002 City's vehicle replacement list and will utilize
Compressed Natural Gas (CNG) as an alternative to diesel or gasoline. An itemized list is
attached.

Not apply for Alternative Fuels Subvention Fund Match Program funds.
FISCAL IMPACT
If the application is successful, $213,000 in City budgeted AB 2766 funds will be matched
by an equal amount of AQMD/MSRC Grant funds, and the Vehicle Replacement Fund will
save $205,000 for budget year 2001-2002.
