HomeMy WebLinkAbout2001-02-27 - AGENDA REPORTS - GVR ANNEX (2)CONSENT CALENDAR DATE: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approva4gor� Item to be presented by: Vince Bertoi ; February 27, 2001 SUBJECT: RESOLUTION TO FILE AN APPLICATION WITH LAFCO FOR ANNEXATION 97-01 FOR THE PROPOSED ANNEXATION OF GOLDEN VALLEY RANCH, LOCATED OUTSIDE THE CITY LIMITS GENERALLY EAST OF THE CITY LIMITS, EAST OF STATE ROUTE 14, NORTH OF PLACERITA CANYON ROAD, AND WEST AND NORTH OF THE ANGELES NATIONAL FOREST. DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council to adopt the Resolution authorizing the City Manager, or designee, to file an annexation application with the Local Agency Formation Commission (LAFCO) for the proposed Golden Valley Ranch Annexation. BACKGROUND This action authorizes the City Manager, or designee, to file an annexation application for the Golden Valley Ranch Annexation consisting of 1,259 acres of uninhabited land. Companion entitlement requests to be considered by the City Council in March 2001, include General Plan Amendment 97-003, Prezone 97-001, Annexation No. 97-01, Tentative Tract Map 52414, Conditional Use permit 97-017, Oak Tree Permit 97-024, Hillside review No. 97-022, and Environmental Impact Report SCH# 97121037, The Cortese -Knox- Local Government Reorganization Act of 1985 and the Local Agency Formation Commission (LAFCO) regulate annexation to the City. Filing the application at this time would initiate the annexation process with LAFCO and allow the project to proceed in a timely manner. Upon approval, all companion entitlements would be submitted to LAFCO and would become effective upon annexation. Adopted:44Z 01 -2-+ Agenda Item I9TK : i -if �5i7[ifi i A fiscal impact analysis has been prepared for the Golden Valley Ranch annexation. The fiscal impact analysis shows that upon full buildout the project would yield a net positive impact to the City's General Fund ranging from $1.13 million to $1.16 million annually based on the 60 commercial acres and the 634 residential lot development plan. Buildout of the project would commence in the second quarter of 2003, and would take 4-6 years to complete. The dedication of 974 acres of open space and development of an active park site would also create other public benefits to the City as well as to other public agencies. On September 26, 2001, the property owner elected to pay the Storm Drainage Fee in the amount of $8,122.94 annually.
