GOLDEN VALLEY ROAD INTERIM IMPROVEMENTS,
PROJECT NO. C3002 — AWARD DESIGN CONTRACT
Transportation & Engineering Services
City Council award the contract with STV Incorporated to include the engineering design
services for Golden Valley Road Interim Improvements, Project No. C3002, in the amount of
$187,260.00 and authorize a lb percent contingency expenditure in the amount of
$28,089.00; and authorize the City Manager or designee to execute all documents, subject
to City Attorney approval.
This project will widen the intersections by adding traffic lanes, and installing curb, gutter,
and sidewalk to the intersections of Ruether Avenue, Golden Oak, and Rainbow Glen Drive
at Soledad Canyon Road and Golden Triangle Road,
The City proposes to widen these strategic intersections at existing "at grade" railroad
crossings to mitigate traffic flow in anticipation of the Santa Clarita Business Park
development and Golden Valley Road, The intent is to construct additional lanes of traffic
to increase the level of service to these areas. The proposed improvements will enhance
Pedestrian safety, improve traffic conditions, and bring the level of service to an acceptable
level in the area.
Staff prepared a Request for Proposals (RFP) for the project. Included in the RFP is the
improvements for the project. The RFP was sent to firms on the City's
requirement to conduct a Feasibility Study Report and to design the necessary
Design Co
List. Three firms submitted proposals (see Exhibit "B"). Based on technics nsultants
and methodology for the project, staff recommended the firm of STV Incorporated, the most l qualifications
qualified bidder. STV Incorporated conducted the Feasibility Study Report, which was
submitted on January 31, 2001.

FISCAL MPACT
This project is funded by Gas Tax in the amount of $200,000.00 and the Soledad Interim
District No. 92-4 in the amount of $70,000.00, for a total amount of $270,000.00. Sufficient
funds have been budgeted in Fiscal Year 2000-2001 in Account Nos. C3002201 and
C3002355 to cover only the cost of the design of the
