S3005 — AWARD DESIGN CONTRACT — FEDERAL PROJECT NO. LAOB7235 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award a consulting design services contract to Tetra Tech ASL, Inc., in the amount of $793,453.00, which includes a 10 percent contingency for the design of the Golden Valley Road/Soledad Canyon Road Interchange project; authorize the City Manager or designee to execute all documents, subject to City Attorney approval; and increase appropriations to the Golden Valley Road/Soledad Canyon Road Interchange Project No. 53005301-8001 by a total of $855,000.00 from revenues previously appropriated in the Bouquet Canyon Bridge & Thoroughfare Account No. 301-6193. The City's General Plan Circulation Element identifies the ultimate roadway network for the buildout of the General Plan. This network includes Golden Valley Road. This roadway is also identified in the Bridge & Thoroughfare (B&T) District and represents an important additional roadway link to improve travel within the City. The construction of Golden Valley Road calls for the development of a grade -separated Interchange project that crosses over Soledad Canyon Road, and will eventually cross the Santa Clara River and connect to the future extension of Newhall Ranch Road. In August 1999, a Feasibility Study Report was completed analyzing the traffic circulation and design options for the future Golden Valley Road intersection at Soledad Canyon Road, identifying several design alternatives for the subject project. In November 1999, the City began the preliminary design and environmental assessment phase of the Golden Valley Road/Soledad Canyon Road Interchange project. Through this process, four conceptual alignments for the interchange project were analyzed to determine potential environmental and fiscal impacts in order to allow the City Council to make a final determination regarding the alignment of the proposed interchange. Subsequently, on July 11, 2000, the City Council adopted a resolution approving the Mitigated Negative Declaration prepared for the Golden Valley Road/Soledad Canyon Road Interchange project, and directed staff to file a Notice of Determination. Additionally, the 11 ' q Agenda Item. 1 S � GOLDEN VALLEY ROAD/SOLEDAD CANYON ROAD INTERCHANGE - AWARD DESIGN CONTRACT June 26, 2001— Page 2 Subsequently, on July 11, 2000, the City Council adopted a resolution approving the Mitigated Negative Declaration prepared for the Golden Valley Road/Soledad Canyon Road Interchange project, and directed staff to file a Notice of Determination. Additionally, the City Council made a final determination on the design alternative and directed staff to proceed with the development of the second phase of the Golden Valley Road/Soledad Canyon Road Interchange project, subject to the requirements of the California Environmental Quality Act (CEQA). During the preliminary design phase of the project, staff indicated to City Council that a potential land use conflict existed between the proposed expansion of the Valley Business Center and the "environmentally superior" roadway alternative. The City Council provided staff with direction to work with the applicant to develop potential mitigation options. Upon City Council action designating the Golden Valley Road/Soledad Canyon Road Interchange alignment, staff began implementation of the strategy to acquire the necessary right-of-way to accommodate the future Golden Valley Road Interchange and Connector Road through the Valley Business Center. Upon receiving City Council authorization on October 17, 2000, City Council authorized the City Manager to transmit a formal offer for the purchase of the subject right-of-way needed to accommodate the future Golden Valley Road/Soledad Canyon Road Interchange. A purchase agreement was executed and required right-of-way obtained upon close of escrow in February 2001. Upon receiving federal approval to initiate the design of the interchange in February 2001, staff prepared a Request for Proposals (RFP) for the final design phase of the subject project. Included in the RFP is the task to develop final plans, specifications, and estimates for the construction of the subject project. An RFP was distributed to the interested firms on the City's Design Consultants List. The following two firms submitted proposals: Company Name Tetra Tech ASL, Inc. STV, Incorporated Address Irvine, California Los Angeles, California Based on technical qualifications and methodology proposed for the project, Tetra Tech ASL, Inc. is the recommended consulting firm to complete the design of the interchange. As a highly visible component of the Cross -Valley Connector corridor, development of the aesthetic features of the interchange will be one of the major tasks undertaken by the design team. Aesthetic treatments for the bridge and its approachways will be incorporated into the design of the interchange per the Aesthetic Master Plan developed for this corridor. Delays in the design of the interchange may impact proposed developments adjacent to the subject intersection. The proposed interchange ties directly into Phase 2 of the Golden Valley Road project, soon to begin construction within the adjacent business park. 2. Other action as determined by the City Council. FISCAL IMPACT The anticipated full cost of the Golden Valley Road/Soledad Canyon Road Interchange project is estimated at $27.2 million. To date, the City has secured $8.25 million in funding through the recent Abbreviated MTA Call for Projects process and $5.0 million in Los Angeles County Bridge & Thoroughfare funds, for a total of $13.25 million.
