SUBJECT: GOLDEN VALLEY ROAD PHASE III, PROJECT NO. S3008 —
AWARD OF PROJECT CONTRACTS
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
1) City Council award contract to the lowest qualified bidder, Rasmussen-Ebensteiner, in
the amount of $6,853,313.50 and authorize a 10 percent contingency expenditure, and
authorize the City Manager or designee to execute all documents, subject to
City Attorney approval;
2) Authorize the City Manager to enter into a contract with R.T. Frankian & Associates
for geotechnical services for $600,700.00 and authorize a 15 percent contingency
expenditure, and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval;
3) Authorize the City Manager to enter into a contract with Sikand Engineering
Associates for engineering support during construction and surveying services in the
amount of $220,000.00 and authorize a 15 percent contingency expenditure, and
authorize the City Manager or designee to execute all documents, subject to
City Attorney approval;
4) Authorize the City Manager to enter into a contract with William Rose and Associates
for engineering support during construction in the amount of $20,000.00 and authorize
a 15 percent contingency expenditure, and authorize the City Manager or designee to
execute all documents, subject to City Attorney approval;
5) Approve appropriation of $1,188,000.00 in Golden Valley Road Phase III, Account
No. S3008302-8001, and increase the Fiscal Year 2001/2002 revenue projection for
Eastside B&T District by the same amount, upon receipt of payment of Bridge &
Thoroughfare fees from Santa Clarita Business Park;
6) Approve transfer of $2,300,000.00 from City property purchase, Account
No. F3010001-8001, to Golden Valley Road Phase III, Account No. S3008302-8001;
7) Approve transfer of funds from Golden Valley/Interim Improvement, Account
No. C3002301-8001, to Golden Valley Road Phase III, Account No. 53008302-8001.

BACKGROUND
On August 4, 1999, the City Council took several actions as part of a special City Council
meeting related to the construction of Golden Valley Road. As a result, the City entered
into separate agreements with the William S. Hart Union High School District and
Spirit Properties Ltd. Each agreement created a mechanism for Golden Valley Road to be
built in phases. The City would build Phase I jointly with the School District to take
advantage of economies of scale related to the construction of their future high school.
Phases II and III would be constructed as part of the Spirit Properties Ltd. Santa Clarita
Business Park development.
On December 14, 1999, the City Council approved the funding agreements between the
City of Santa Clarita and the Santa Clarita Facilities Foundation, and the City of
Santa Clarita and the William S. Hart Union High School District.
On April 26, 2001, the City Council adopted a resolution amending the Funding,
Construction, and Acquisition Agreement with Spirit Properties Ltd. This amendment
allowed the City to build Golden Valley Road Phase III jointly with the School District,
providing a location to place excess dirt from the school site, and facilitating the
construction of Golden Valley Road between Sierra Highway and Redview Drive.
Recognizing the quality of work and effort provided by the construction management
consultants thus far, and to maintain continuity from Phase I through Phase III, staff
exercised the option of extending engineering support contracts for geotechnical, surveying,
and engineering contracts.
On May 22, 2001, the City Council authorized the advertisements for bids for construction
of Golden Valley Road Phase III. This project will include grading of Golden Valley Road
from future Via Princessa to Redview Drive and a 12 -acre parcel, sewer construction for the
school site, storm drain construction, paving of Golden Valley Road from Sierra Highway to
Redview Drive, and traffic signal construction at Golden Valley Road and Sierra Highway.
The project was advertised for bids on May 23, 2001. On June 26, 2001 the City Clerk's
Office received bids. The results of the bids are attached as Exhibit "A."
Staff recommends that the City award the contract to the lowest qualified bidder,
Rasmussen-Ebensteiner, a contractor from Simi Valley, California, possesses a State
Contractor's License, and is in good standing with the State Contractor's License Board.
The bid of $6,853,313.50 was reviewed for accuracy and conformance with the contract
documents and found to be complete. The references indicated that this contractor has
performed work to their satisfaction.
Total project costs are estimated to be $8.75 million as shown on the attached Exhibit "B,"
Cost/Revenue Analysis.

Construction is anticipated to begin in late July 2001, with an anticipated completion date
of December 2001.

FISCAL IMPACT
These funds were not included in the Fiscal Year 2000/2001 budget.
At this time, the total joint project costs, including soft costs, are estimated to be
$8.75 million. This figure includes a 10 percent contingency. Of the total construction
costs, the portion for Golden Valley Road construction will be funded by the Eastside Bridge
and Thoroughfare District fund and funds allocated for the 12 -acre property purchase from
the General Fund Balance. The construction costs related to the Golden Valley High School
site will be funded by the Santa Clarita Valley Facilities Foundation and William S. Hart
Union High School District.
