SUBJECT: PUBLIC UTILITIES COMMISSION GRANT APPLICATION FOR THE
CONSTRUCTION OF THE GOLDEN VALLEY ROAD/SOLEDAD
CANYON ROAD INTERCHANGE

RECOMMENDED ACTION
City Council approve a request to the Public Utilities Commission (PUC) for $5 million to
support the construction of the future Golden Valley Road/Soledad Canyon Road
Interchange; and direct staff to submit a completed grant application to the PUC by the
October 19, 2001 deadline.
BACKGROUND
The PUC establishes an annual priority list of railroad crossings in need of separation.
This list can include the grade separation of existing crossings or the construction of
proposed grade separations. The PUC is currently accepting applications for grade
separation projects that would be included on the Fiscal Year 2002/2003 priority list.
Projects on that list could receive grant funding in either Fiscal Year 2002/2003 or
Fiscal Year 2003/2004. There will be $30 million available to priority grade separation
projects over that two-year period. A project can receive up to $5 million in PUC grant
funding.
Project applications are due to the PUC by October 19, 2001. After a detailed evaluation
and ranking, PUC staff will present the priority list of projects to the
California Transportation Commission by July 1, 2002. Funds will be awarded to projects
over a two-year period starting in Fiscal Year 2002/2003.
After reviewing the list of railroad grade crossing improvement projects on the City's
Capital Improvement Program, staff believes that Golden Valley Road/Soledad Canyon
Road is the best candidate for the PUC grant funding. The project currently has an
estimated $16 million funding shortfall and its construction schedule is consistent with the
PUC grant funding availability in Fiscal Years 2002/2003 and 2003/2004.

FISCAL IMPACT
There is no immediate fiscal impact from submitting the recommended grant application.
If grant funds are awarded to a project, the required local match funds will come from the
existing project budget.
