SUBJECT: PARTICIPATION AND CO-SPONSORSHIP OF THE HOLIDAY PARADE

RECOMMENDED ACTION
City Council make a determination regarding co-sponsorship and involvement in the Holiday
Parade. Should City Council approve participation, transfer $12,000 from City Council
Contingency, Account No. 1240-7401 to Account No. 5211-8001 for costs associated with the
Holiday Parade.
BACKGROUND
At the "debriefing" meeting of the Fourth of July Parade Committee, the Committee suggested
that a new parade be established during the holiday season. It was recommended by parade
committee representatives that this new holiday parade be held in the Canyon Country area
of the City. Since that time, several organizational meetings have been held which included
Committee representatives and individuals from the City of Santa Clarita. The Holiday Parade
Committee has requested commitment of City resources for traffic control, and road closure.
Staff reviewed the expenses incurred for a similar event, the Fourth of July parade. It has been
determined that based on the scope of the Holiday Parade, $6,000 of City resources would be
required for this new event. The estimate includes the expense of personnel to perform traffic
control with associated equipment, and street sweeping of the parade route for the event. Given
that this expenditure was not anticipated in the current budget, it would be necessary to
appropriate funds. In addition, City staff estimates the cost for sheriff personnel and
equipment for the parade of an additional $6,000.
At the present time, the parade is planned for December 1, 2001. It will begin in the area of
Whites Canyon Road, and traverse Soledad Canyon Road to the east. The Holiday Parade
Committee has also indicated that they are conducting extensive outreach to all impacted areas
to inform all of the event and apprise those affected of road closures. The Committee is
responsible for all community outreach and notification of impacted businesses.

ALTERNATIVE ACTION
City Council not authorize use of staff, services, and equipment for the parade.
City Council provide for staff, service, and equipment, and seek reimbursement for all costs.
Other action as determined by Council.
FISCAL IMPACT
Funds for this activity were not budgeted in Fiscal Year 2001/2002. Therefore, appropriation
is requested from the Council contingency fund, Account No. 1240-7401.
