GENERAL PLAN AMENDMENT 00-003 — A REQUEST TO
ADOPT AN ORDINANCE TO CHANGE THE ZONING FOR
A PARCEL OF LAND FROM RESIDENTIAL LOW (RL) TO
INDUSTRIAL COMMERCIAL PLANNED DEVELOPMENT
(IC PD) LOCATED AND GENERAL PLAN LAND USE
DESIGNATIONS FROM RESIDENTIAL LOW TO
INDUSTRIAL COMMERCIAL PLANNED DEVELOPMENT
(IC PD) AT 17262 SIERRA HIGHWAY (HONEY HOUSE).
THE APPLICANT IS THE CITY OF SANTA CLARITA.
DEPARTMENT: Planning and Building Services
City Council conduct a public hearing and adopt a resolution adopting the
Mitigated Negative Declaration, amending the General Plan and zoning
designation for 17262 Sierra Highway, introduce an ordinance approving Master
Case No. 00-436 which consists of Zone Change No. 00-003 and General Plan
Amendment No. 00-003.
BACKGROUND
The City Planning and Building Services Department initiated an application for
a zone change and general plan amendment on December 1, 2000 to allow for the
zone change and land use designation change from Residential Low (RL) to
Industrial Commercial (IC).
Staff presented the application and recommended approval of the project to the
Planning Commission on August 7, 2001. The Planning Commission voted 5-0 on
the proposal recommending to the City Council that they adopt a resolution
approving Master Case No. 00-021 as modified.

The parcel totals 2.16 acres and is located along the eastside of Sierra Highway
within the Canyon Country community of the City. The project site is currently
developed with no development proposed at this time.
ANALYSIS
General Plan Amendment /Zone Change
The project site is zoned for Residential Low which permits single family
residential with a density of 2.2 dwelling units per acre. Changing the zone on
the parcel to Industrial Commercial Planned Development would allow uses such
as, manufacturing, recycling and commercial. The Planned Development Overlay
Zone would require the Planning Commission to review any proposal for future
development on the project site to insure conformance with the Hillside
Ordinance.
The project site is surrounded to the north by a single-family residence, vacant
land to the east and south, and by industrial commercial land to the west.
Typical uses on Sierra Highway include storage yards, contractor's yards, as well
as mixed commercial and industrial uses. Allowing the zone change to permit
industrial commercial uses would be consistent with the surrounding land uses on
Sierra Highway.
FISCAL IMPACT
No fiscal impact is anticipated at this time.

NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City
Hall Council Chambers, 23920 Valencia Blvd., 1st Floor, Santa Clarita, California, on the 11th
day of September, 2001, at or after 6:00 p.m. to consider Master Case No. 00-436; Zone Change
00-003; General Plan Amendment 00.003. The proposed project is a request to change the
existing zoning and general plan designation of a parcel of land from the Residential Low (RL)
zone to the Industrial Commercial (IC) zone. The project site is located at 17262 Sierra
Highway in the City of Santa Clarita. The Project Applicant is the City of Santa Clarita,
California.
Proponents, opponents, and any interested persons may appear and be heard on this matter
