HomeMy WebLinkAbout2001-08-28 - AGENDA REPORTS - ICMA RESOURCE PGM (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARITA AGENDA REPORT City Manager Item to be presented August 28, 2001 INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION'S (ICMA) INTERNATIONAL RESOURCE CITIES PROGRAM City Manager RECOMMENDED ACTION Adopt a resolution in support of the International City/County Management Association's (ICMA) International Resource Cities Program (IRCP). Instruct the City Manager to select a City task force to partner with the City of Bandung, Indonesia to promote sound municipal practices and professional municipal management in this developing and transitional country. BACKGROUND ICMA, in cooperation with the United States Agency for International Development (USAID) and other international agencies, has invited the City of Santa Clarita to participate in their international partnership project — ICMA's Resource Cities Program. The City of Santa Clarita was chosen to participate in this program as a result of its outstanding local government reputation and has been asked to represent the United States by assisting the City of Bandung, Indonesia with their transition to democracy. Bandung, much like other transitioning cities in underdeveloped countries, seeks assistance from successful local governments in the United States with the formation and application of its local government strategy. Through the Resource Cities Program, skills and successes of US local governments are shared with local governments in developing and transitional countries around the world. Under this initiative, US cities, counties, and associations are partnered with counterparts in developing and transitional countries to provide technical assistance in improving professional municipal management; support participatory and inclusive governance; support economic development; promote sound financial management; and, improve delivery of environmental services. Agenda Item: INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION'S (ICMA) INTERNATIONAL RESOURCE CITIES PROGRAM August 28, 2001 Page 2 Since its inception in 1997, the International Resource Cities Program (IRCP) has sponsored more than 35 partnerships between US cities and counties with cities and counties in developing and transitional countries across Eastern Europe, Southern Africa, Asia, and Latin America. The IRCP is a joint partnership between USAID and ICMA. Funding for the partnerships is provided by USAID and covers the costs of international travel, accommodations, and related expenses. ICMA staff provide technical and logistical support to both the US and overseas partners. The designated Resource Cities, both in the US and overseas, are expected to cover the salaries of their employees while participating in short term overseas assignments, which do not exceed two weeks per trip. The City of Santa Clarita has been recognized as a leader in local government throughout the United States. Through sharing the Santa Clarita experience, this program will provide the City with an opportunity to support local government, good government practices, and encourage democracy worldwide. ALTERNATIVE ACTIONS 1. Do not adopt resolution supporting the ICMA International Resource Cities Program (IRCP) and decline the invitation to particpate as a Resource City with the City of Bandung. 2. Determine an alternative level of participation. 3. Other action as determined by Council. FISCAL IMPACT The United States Agency for International Development will provide funding to cover the costs of all international travel, accommodations, and related expenses. ICMA staff will provide technical and logistical support to both the US and overseas partners. The City of Santa Clarita will be expected to cover staff salaries while on short-term overseas assignments, which are not expected to exceed two weeks per trip. No additional funding is necessary from the City to participate in this program.
