HomeMy WebLinkAbout2001-08-28 - AGENDA REPORTS - LAFCO APP WES THOMPSON ANNEX (2)CONSENT CALENDAR DATE: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented y: Jeffrey Lambert August 28, 2001 SUBJECT: RESOLUTION TO FILE AN APPLICATION WITH LAFCO FOR ANNEXATION 96-01 FOR THE PROPOSED ANNEXATION OF WES THOMPSON RANCH ANNEXATION, LOCATED GENERALLY AT THE NORTHERN TERMINUS OF GARY AND MARILYN DRIVES NORTH OF SOLEDAD CANYON ROAD IN THE UNINCORPORATED LOS ANGELES COUNTY (MASTER CASE 96-072). DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council adopt the Resolution authorizing the City Manager, or designee, to file an annexation application with the Local Agency Formation Commission (LAFCO) for the proposed Wes Thompson Ranch Annexation. BACKGROUND This action authorizes the City Manager, or designee, to file an annexation application for the Wes Thompson Ranch annexation consisting of 176 acres of uninhabited land. On June 26, 2001, the City Council approved companion entitlements Master Case 96-072, Prezone 96-001, Annexation 96-001, Tentative Tract Map 49621, Conditional Use Permit 96-004, Hillside Review 96-024 and Environmental Impact Report SCH# 98111013 to construct 267 single family homes on 176 acres of land, currently vacant. Additional companion requests to be considered on this agenda include the resolution initiating proceedings for the Storm Drainage Fee, and the resolution making findings regarding election results, setting Storm Drainage Utility Fees. The Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000 and the Local Agency Formation Commission (LAFCO) regulate annexation to the City. Filing the application at this time would initiate the annexation process Adopted:cLs�a Agenda Item: with LAFCO and allow the project to proceed in a timely manner. Upon approval, all companion entitlements would become effective upon annexation. FISCAL IMPACT The fiscal impact analysis prepared for the project indicates that the annexation would cost the City $110,000 over the first ten years. This number would decrease as the time period is extended. However, if the project were to be developed in Los Angeles County unincorporated area, there would still be some fiscal impacts of this project, especially in the area parks and programmed recreation activities. The anticipated revenue from the proposed Storm Drainage Utility Fee for the parcels located in the Wes Thompson Ranch annexation area is $1,081.81. If the Storm Drainage Utility Fee is not adopted, the City's General Fund will have to pay the annual fee. ALTERNATIVE ACTION 1. Not initiate the annexation, thereby nullifying the previously approved land use entitlements. 2. Modify the project to address any Council issues 3. Other action as determined by the Council.
