SUBJECT: L.E.D. TRAFFIC SIGNAL MODULE INSTALLATION, PROJECT
NO. C0017 —PROJECT ACCEPTANCE
DEPARTMENT: Transportation & Engineering Services
City Council accept the work performed by Metro Parking and Traffic Systems, Incorporated
on the traffic signal retrofitting project, Project No. C0017; direct the City Clerk to file the
attached Notice of Completion; and direct staff to release the ten percent retention 35 days after
the Notice of Completion is recorded, provided no stop notices, as provided by law, have been
filed.
BACKGROUND
Southern California Edison has a rebate program that provides incentives to install energy-
efficient traffic signals. These energy-efficient traffic signals utilize the L.E.D. technology.
Changing to L.E.D. technology significantly reduces the risk of losing power to signals during
future rolling "brownouts," as signals utilizing L.E.D. technology require less than one-tenth
of the power required to power existing signals (135 watts versus 10 watts). Additionally, these
new signal lights have a projected life span of five years. In comparison, the existing signal
lights' average life span currently ranges between one to one and one-half years.
On January 23, 2001, the City Council approved the construction award for the installation of
Light Emitting Diode (L.E.D.) traffic signal displays at various locations in the Santa Clarita
Valley to Metro Parking and Traffic Systems, Incorporated. The City reserved $200,000.00
worth of L.E.D. rebates from Southern California Edison. Statewide, the demand for L.E.D.
traffic signal displays was so high that the City's supplier required longer lead-time than usual.
This resulted in a delayed project start in April 2001, and phasing of the project so sections
could be worked on as the materials arrived. The work was completed on September 28, 2001,
and the City received the rebate of $201,000.000 from Southern California Edison.

costs, less the rebate:
