HomeMy WebLinkAbout2001-08-28 - AGENDA REPORTS - LOADING ZONE EMBLEM ELE SCHOOL (2)CONSENT CALENDAR CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: DATE: August 28, 2001 SUBJECT: ESTABLISHING A PASSENGER LOADING/UNLOADING ZONE ALONG CABALLETA DRIVE FOR EMBLEM ELEMENTARY SCHOOL DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a passenger loading/unloading zone for Emblem Elementary School along Caballeta Drive (west side), extending 100 feet north of and 50 south of the existing pedestrian gate. BACKGROUND Emblem Elementary School, in coordination with the Los Angeles County Sheriffs Department, will be implementing a pick-up/drop-off program along Caballeta Drive. This program is in response to school -related traffic congestion currently occurring along Espuella Drive and Caballeta Drive during the peak morning and afternoon traffic periods. On June 8, 2001, staff received a letter (Exhibit "A") from Emblem Elementary School formally requesting installation of a passenger loading/unloading zone to facilitate this program. City Traffic Engineering staff observed both morning and afternoon traffic conditions along Espuella Drive and Caballeta Drive adjacent to the school. Staffs evaluation indicated that a passenger loadinglunloading zone would minimize traffic congestion and provide the school with a designated drop-off and pick-up area. There will be minimal impact to on -street parking, since the passenger loading/unloading zone will only be in effect between 7:00 a.m. and 8:00 a.m. and between 1:00 p.m. and 3:00 p.m., school days only. As stated in the letter, the school is making the request, and they are in full agreement with the proposed passenger loading/unloading zone. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of three signs, amounting to approximately $300.00. Funds are available in the Field Services Striping and Signing Maintenance account for this work.
