SUBJECT: CORPORATE YARD COMPRESSED NATURAL GAS (CNG)
FUELING STATION — AUTHORIZATION TO ADVERTISE FOR
BIDS

RECOMMENDED ACTION
1) City Council approve the project plans and specifications, and authorize the advertising
for bids for the Corporate Yard CNG fueling station.
2) City Council appropriate $48,225 to account number 2213-8610 for the MSRC grant and
$96,450 to account number 2214-8610 for the AB2766 fund match.
3) City Council increase estimated revenues in account number 453-5006 in the amount of
$48,225.
BACKGROUND
The goal of this project is to improve the City's ability to support Alternative Fuel Vehicles
(AFV). In May 1999, the City received its first light-duty CNG vehicles. A small
compressed natural gas (CNG) appliance was installed to refuel the vehicles, since there
was no other method of refueling the vehicles located within the Valley. In support of both
State and Federal clean air programs, the City has sought to expand its AFV fleet. The
City has added three additional light-duty CNG trucks and four CNG cars. Additionally,
three medium -duty trucks have been placed on order. To provide adequate CNG fueling
capability for these vehicles, staff requested funds in the FY 2001/2002 budget, as well as
pursued grant funding.
The proposed project will provide a limited "quick -fill" capability for City vehicles. The
equipment includes a skid -mounted compressor/dryer assembly, as well as compressed gas
storage assembly. The CNG fueling station plans, specifications, and estimates have been
prepared and will be included for review in the offices of the City Clerk and Facility
Maintenance.

FISCAL IMPACT
Funds for the Corporate Yard CNG fueling station have been budgeted for Fiscal Year
2001/02 as follows: $54,720 in 1700-8610, Equipment Replacement Fund, and $97,280 in
5211-8610, Gas Tax Fund. The City was successful in receiving a Mobile Source Reduction
Committee (MSRC) grant in the amount of $48,225. The grant required an AB2766 funds
match in the amount of $96,450. Total funds available for this project are $296,675.
