HomeMy WebLinkAbout2001-07-10 - AGENDA REPORTS - NO STOP ZONE VALENCIA HIGH (2)CONSENT CALENDAR CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: DATE: July 10, 2001 SUBJECT: DICKASON DRIVE AND SMYTH DRIVE — ESTABLISHING PASSENGER LOADINGIUNLOADING ZONE AND No STOPPING ZONE FOR VALENCIA HIGH SCHOOL DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a no -stopping zone (1,200 feet) along the west side of Dickason Drive, and a passenger loadinglunloading zone (950 feet) along the north side of Smyth Drive, for Valencia High School. BACKGROUND Smyth Drive is currently a four -lane roadway with no on -street parking. Dickason Drive presently has two lanes northbound and one lane southbound, with some on -street parking and passenger loading/unloading areas adjacent to Valencia High School. As a result of the North Valencia II development, Dickason Drive is proposed to be improved to provide a total of two through -lanes in each direction with a raised median island. In order to accommodate the planned improvements to Dickason Drive, the existing passenger loading/unloading zone adjacent to Valencia High School needs to be removed. On March 15, 2001, City staff from the Traffic Engineering Section met with Mr. Frank Ferry, teacher and Associated Student Body (ASB) Director; Mr. Bob Vincent, Assistant Principal; and Mr. Gary Smith from the William S. Hart Union High School District regarding on -street parking adjacent to Valencia High School. At this meeting, all parties agreed that on -street parking and passenger loading/unloading zones would be provided along the north side of Smyth Drive adjacent to the school, except for designated no -stopping zones adjacent to the school driveways. In addition, the existing on -street parking and passenger loading/unloading zones along Dickason Drive would be removed within six months after the establishment of the parking and loadinglunloading zones along Smyth Drive. City staff sent a letter (Exhibit "A") on April 4, 2001 confirming this agreement. Funds are available in the Field Services Striping and Signing Maintenance account for this work. In addition, staff will also recommend that the existing on -street parking and passenger loading/unloading zones along Dickason Drive will be removed within six months after the establishment of the parking and loading/unloading zones along Smyth Drive. It is our understanding that this on -street parking plan needs to be implemented prior to August 2001.
