SUBJECT: TRACT MAP NO. 52667-01 (ALTAVISTA, NORTH VALENCIA II
ANNEXATION) — APPROVAL OF FINAL MAP AND ACCEPTANCE
OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 52667-01 (Altavista, North Valencia II Annexation);
accept on behalf of the public the offers of dedication for public streets, the right to restrict
direct vehicular ingress and egress to Decoro Drive, Copper Hill Drive, and Smyth Drive,
easements for sanitary sewer purposes, easements for storm drain purposes, easements for
Flood Control and ingress and egress purposes, the easements for paseo bridge and trail
purposes, and the right to restrict construction on Lots 1, 2, 3, 4, 6, 7, 8, 9, and 10; make
findings as follows: (a) that this project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent
with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3
of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code;
instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the
map for Tract Map No. 52667-01, which indicates that all special assessments levied by the
City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 52667-01, which embodies the approval of said map and the acceptance of
the dedications shown thereon.
Tract Map No. 52667-01 (Altavista, North Valencia II Annexation) is the first phase of
Vesting Tentative Tract Map No. 52667, which was granted approval by the Planning
Commission on September 28, 1999, and by the City Council on January 11, 2000. A
Development Agreement that allows for phasing was approved on April 25, 2000. This
phase, consisting of approximately 80.0 acres, is located east of Copper Hill Drive, between
Smyth Drive and Decoro Drive, and is owned by the Newhall Land & Farming Company.
Ten lots, including nine residential lots and one open space lot, and three public streets are
being created with this phase. Water rights have been secured for one lot, Lot 5, which will

not require further subdividing. This lot has been approved for development of
250 apartment units. Water rights have not been secured for the remaining nine lots,
including one open space lot and eight residential lots that will require further subdivision.
Building construction on the remaining eight residential lots is prohibited until the
applicant demonstrates proof of water availability by providing a "will -serve" letter to the
City of Santa Clarita evidencing water service to the development. Subsequent final maps
to further subdivide the aforementioned eight residential lots will not be approved until the
City has received water "will -serve" letter(s) demonstrating water availability for these lots.
Trail requirements are being met by the construction of a Class I bike trail, pedestrian
bridge, and the dedication of easements to the City. The Quimby obligation is being
satisfied with the dedication of parkland to the City and the construction of private
recreation facilities in accordance with the North Valencia II Development Agreement.
The conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTION
Staff has not identified any alternative actions that would conform to requirements set
forth in the Subdivision Map Act.
FISCAL IMPACT
The public streets shown on this map will be dedicated to the City. The maintenance of
these streets will impact the City s street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Tract Map Location: South of Decoro Drive, north of Smyth Drive and east of Copper
Hill Drive. Valencia High School is adjacent to and east of this
tract.
Acreage: Approximately 80.0 acres.
Number of Lots: Ten.
Use: Nine large residential lots — one for multi -family dwelling units
and eight for single-family dwelling units — and one open
spacetrecreational lot.
Developer: The Newhall Land & Farming Company.
Trails/Paseos: The map is dedicating trail (paseo) and paseo bridge easements.
The developer is constructing a Class I bike trail along the east
side of Copper Hill Drive and pedestrian bridges over Decoro Drive
and Copper Hill Drive.
Quimby Fee: The parkland obligation for this tract, and future tracts within the
North Valencia II Annexation, will be met by dedication of a park
in the Creekside development (North Valencia II Annexation), and
by private recreation facilities within the North Valencia II
Annexation. This fully satisfies the Quimby requirements.

The project is located in the Valencia Bridge & Thoroughfare
District. The B&T obligation, based on a maximum of 700 units
for this phase, is $6,325,000.00. Per the Development Agreement,
these fees will be paid at issuance of building permits.
The developer, based on a maximum of 700 units for this phase,
has paid a Transit Mitigation Fee of $140,000.00.
Three new public streets are being proposed within this phase.
To be paid at building permit stage per agreement with the school
districts.
