SUBJECT: OVERSIZED VEHICLE ORDINANCE — ADDING CHAPTER 12.94 TO
THE SANTA CLARITA MUNICIPAL CODE REGARDING
OVERSIZED VEHICLE PARKING REGULATIONS

City Council adopt the Oversized Vehicle Ordinance adding Chapter 12.94 to the Santa Clarita
Municipal Code, with an effective date of April 1, 2001, and a policy establishing that the
ordinance is to be enforced on a complaint basis.
On September 12, 2000, the City Council heard a presentation on the Oversized Vehicle
Ordinance, received public testimony and closed the public hearing. Subsequently, the City
Council passed the Ordinance to second reading and directed staff to report back to Council on
December 12, 2000, with an evaluation of available storage spaces. Due to time constraints, the
Council continued the item to January 9, 2001.
In the original survey presented to Council on September 12, 2000, staff found that although
there were over 20 storage facilities in the Santa Clarita Valley, with the exception of a few,
almost all of them indicated they had no spaces available. In fact, the original survey showed
that there were approximately 159 spaces, most of which were at Country Girl RV (100 spaces).
Therefore, in the present survey of storage spaces, staffs assessment focused on storage
facilities that expressed intent, when the prior survey was conducted, to expand their facility
in the event that the oversized vehicle ordinance was adopted. In conducting this survey staff
visited three facilities that indicated they had spaces available. Based on these visits and
discussion with storage personnel, the following information was found:

Staff made a personal visit to these facilities to determine whether these figures were accurate.
All three indicated that the expansion of the spaces is dependent upon demand. All three
facilities are gated and provide overnight security. Therefore, based on these data it appears
as though storage space is sufficient to meet the demands should the ordinance be enacted.
It is important to note that staff did not include spaces that are in the process or in the planning
stages for development. As it is unknown when these spaces will be completed and available
for use.
In addition to evaluating the availability of storage spaces, staff' has also worked closely with
the Sheriff's Department to develop a procedure in which the ordinance is to be enforced. As
you may recall, the ordinance will be complaint driven. This means that the Sheriff's
Department will only tag a parked oversized vehicle if a "verified affected neighbor" files a
complaint. "Verified affected neighbor" is defined as any individual that lives or works within
two blocks of the parked oversized vehicle.
In order to determine whether an individual is a "verified affected neighbor" an Oversized
Vehicle Complaint Form must be filed with the Sheriffs Department. These forms will be
available at the Sheriffs Station, City Hall, City and Sheriff web site, Community Center, and
the Sheriffs Storefront locations. In order to fairly determine the "verified affected neighbor"
status, telephone or anonymous complaints will not be taken. All complaints will be held
confidential from outside inquiries.
In the event that an individual calls the Sheriffs Department and demands that a Sheriffs unit
be sent, a deputy will be dispatched only if the individual making the complaint agrees to meet
the deputy upon arrival. At that time, the complaining individual will be given an Oversized
Vehicle Complaint Form that must be completed before the deputy tags the designated
oversized vehicle.
City staff would communicate with Sheriff personnel on a weekly basis and provide them with
information on oversized vehicle permits issued.
Staff is recommending that the City Council allow a four-month amortization period that would
make the Ordinance effective April 1, 2001. This period of time would allow owners of affected
vehicles time to make arrangements for storage. Additionally, during this time period, 21 signs
will be installed at City gateways. A public information campaign would also be developed
ensure owners are aware of the new regulations. to

The cost for materials and installation of 21 signs at City gateways is estimated at $3,500. The
remaining cost factors include staff time, materials to issue permits and the distribution of
informational brochures. There is no expected increase to the Sheriffs budget for enforcement
of the ordinance.
