SUBJECT: PAMPLICO PARK — PROJECT NUMBER P4003 — AUTHORIZATION
TO ADVERTISE FOR BIDS
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council approve the plans and specifications for Project Number P4003 provided by
RJM Design Group, Inc., and authorize advertising for bids for Pamplico Park.
BACKGROUND
City Council approved funding for the design and construction of Pamplico Park in the
2000/2001 budget. A public participation process included community meetings held at
James Foster Elementary School. The Parks and Recreation Commission has reviewed and
approved the Master Plan which guided the design process. The design of the park has
been completed, and staff is prepared to advertise for bids. Plans are available for review
at the City Clerk's office. In an effort to expedite the project, the plans will be processed for
agency permits while advertised for bids. Changes to these plans, if any, will be limited to
agency permitting comments.
The park site is located adjacent to James Foster Elementary School in the Saugus
Community of Santa Clarita. During the public participation process, traffic issues were
identified to be the highest priority to the local neighborhood. The design of the park has
addressed the concerns surrounding on street parking by providing a parking lot which will
accommodate eight vehicles. In addition, the Saugus Union School District Board approved
funding for the design and construction of a student drop-off area. A student drop-off area
is designed along the park's front slope area. A Joint Use Agreement is being drafted,
which will address the School's use of the drop-off area, and will be presented to City
Council at a later date.
The park site will include two play areas for different age groups, half court basketball,
restroom building, lighted pedestrian walkway, lighted parking lot, picnic tables and
benches, irrigated turf area and landscape, and infrastructure to support the site.
It is anticipated that the award for the construction will be in April 2001, with construction
to begin in May 2001. Construction is expected to be completed in December, followed by a

90 -day plant establishment period. It is anticipated the park will be open to the public in
early Spring of 2002.

FISCAL IMPACT
The General Fund is funding the project in the amount of $1,142,200. This amount is the
remainder of the total budget after deducting the master planning and design fee
encumbered in 1999/2000, and has been budgeted in 2000/2001 in Account Number
P4003001.
