ELEMENTARY SCHOOL AND MODIFYING THE EXISTING
PASSENGER LOADINGIUNLOADING ZONE ALONG DALBEY DRIVE
FOR PLACERITA JUNIOR HIGH SCHOOL

City Council adopt a resolution establishing a passenger loadinglunloading zone for Canyon
Springs Elementary School along Pleasantdale Street (south side) from Plumwood Avenue
to 300 feet west; and adopt a resolution modifying the time periods for the no -stopping and
passenger loading/unloading zones along Dalbey Drive, adjacent to Placenta Junior High
School.
BACKGROUND
Canyon Springs Elementary School
On March 23, 2001, City staff met with Mr. Dan Levy, Principal of Canyon Springs
Elementary School, and observed both morning and afternoon traffic conditions along
Pleasantdale Street, adjacent to the school. Staffs evaluation indicated that a passenger
loadinglunloading zone would minimize traffic congestion and provide the school with a
designated drop-off and pick-up area. There will be minimal impact to on -street parking,
since the passenger loading/unloading zone will only be in effect between 7:00 a.m. and
8:00 a.m. and between 1:30 p.m. and 2:30 p.m., school days only.
On April 13, 2001, staff received a letter (Exhibit "A") from Canyon Springs Elementary
School confirming the request. As stated in the letter, the school is making the request,
and they are in full agreement with the proposed passenger loading/unloading zone.

Placerita Junior High School
On March 13, 2001, the City Council adopted Resolution No. 01-29, which established a
no -stopping zone and passenger loadinglunloading zone for Placenta Junior High School,
along the north side of Dalbey Drive. The no -stopping and passenger loading/unloading
zones were established to facilitate the pick-up/drop-off program recently implemented by
the school in coordination with the Los Angeles County Sheriffs Department. The adopted
time periods for the no -stopping and passenger loading/unloading zones are between
7:00 a.m. and 8:30 a.m. and between 1:00 p.m. and 3:30 p.m.
After the March 13, 2001 City Council meeting, further discussions were held with both
Mr. Robert Gapper, Principal of Placenta Junior High School, and the Los Angeles County
Sheriffs Department School Patrol Unit. It was determined that a change to the previously
adopted time periods for the no -stopping and passenger loading/unloading zones would
better facilitate the pick-up/drop-off program. The adopted time periods for the no -stopping
zone would change to between 7:00 a.m, and 8:30 a.m. and between 12:00 p.m. and
3:30 p.m. The adopted time periods for the passenger loading/unloading zone would change
to between 7:00 a.m. and 3:30 p.m.
ALTERNATIVE ACTIONS
1. Keep existing situations as they are.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of four signs, amounting to approximately $400.00. Funds
are available in the Field Services Striping and Signing Maintenance account for this work.
