SUBJECT: PARCEL MAP NO. 24694 (SECO PLAZA WEST, COMMERCIAL
DEVELOPMENT AT THE SOUTHWEST CORNER OF COPPER HILL
DRIVE AND SECO CANYON ROAD) — APPROVAL OF FINAL MAP
AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Parcel Map No. 24694 (Seco Plaza West, commercial development
at the southwest corner of Copper Hill Drive and Seco Canyon Road);
2) Accept on behalf of the public the offers of dedication for public streets and the right to
restrict direct vehicular ingress and egress to Copper Hill Drive and Seco Canyon Road;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b)that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing
with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific
plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of
Division 1 of the Government Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of
the map for Parcel Map No. 24694, which indicates that all special assessments levied
by the City have been paid; and
5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 24694,
which embodies the approval of said map and the acceptance of the dedications shown
thereon.
BACKGROUND
Parcel Map No. 24694 (Seco Plaza West, commercial development at the southwest corner
of Copper Hill Drive and Seco Canyon Road) is the second and final phase of Tentative
Parcel Map No. 24694, which was granted approval by the Planning Commission on
January 20, 1998. This phase, consisting of approximately 4.7 acres, is located west of
Seco Canyon Road and south of Copper Hill Drive, and is owned by the Newhall Land
Company.

Five commercial parcels are being created with this phase. Water rights have been secured
for all five parcels.
Sufficient street right-of-way is being dedicated along Copper Hill Drive for a future bike
path. The site is for commercial purposes only and has no Quimby requirement.
The conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTION
Staff has not identified any alternative actions that would conform to requirements set
forth in the Subdivision Map Act.
FISCAL IMPACT
The public streets shown on this map will be dedicated to the City. The maintenance of
these streets will impact the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees: $47,400.00
Transit Mitigation Fee: None
Quimby Requirement: None

Thoroughfare District. The B&T obligation, based on an area of
4.7 acres for this phase, is $47,400.00, as determined by the
Conditions of Approval. This fee has been paid.
No transit fee is required for commercial development.
No new public streets are being proposed within this phase.
All appropriate school fees will be paid at the time of building
permit.
