SUBJECT: PARCEL MAP NO. 25241 (EXPLORER INSURANCE SITE -
VALENCIA INDUSTRIAL CENTER) — APPROVAL OF FINAL MAP
AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Parcel Map No. 25241 (Explorer Insurance Site - Valencia
Industrial Center);
2) Accept on behalf of the public the offers of the right to restrict direct vehicular ingress
and egress to Vanderbilt Avenue, Avenue Stanford, and Westinghouse Place, and the
right to restrict the erection of buildings or other structures within Parcel No. 1;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing
with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific
plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of
Division 1 of the Government Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of
the map for Parcel Map No. 25241, which indicates that all special assessments levied
by the City have been paid; and
5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 25241,
which embodies the approval of said map and the acceptance of the dedications shown
thereon.
BACKGROUND
Parcel Map No. 25241 (Explorer Insurance Site - Valencia Industrial Center) is the only
phase of Tentative Parcel Map No. 25204, which was granted approval by the
Planning Commission on October 5, 1999. This parcel map, consisting of approximately
13.8 acres, is located north of Avenue Stanford, south of Westinghouse Place, and east of

Vanderbilt Avenue, and is owned by the Newhall Land Company. This project is
subdividing four existing parcels into four redesigned parcels to conform to the existing and
approved development of the project site.
This map is creating four parcels (three commercial parcels and one common parcel).
Water rights have been secured for these parcels. Parcel No. 1, the common parcel, is an
access, parking, and utility easement for the use of Parcel Nos. 2, 3, and 4. Parcel No. 1 is
also equally owned by Parcel Nos. 2, 3, and 4, and cannot be sold separately. Buildings are
existing on the site.
No new trails or trail easements are required for this development. The site is for
commercial purposes only and has no Quimby requirement.
The conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTION
Staff has not identified any alternative actions that would conform to requirements set
forth in the Subdivision Map Act.
FISCAL IMPACT
No public streets are being dedicated to the City by this map. No impact will be made to
the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees: None.
Transit Mitigation Fee: None.
Quimby Requirement: None.
