HomeMy WebLinkAbout2001-11-27 - AGENDA REPORTS - PROMENADE FINAL MAP APPROVAL (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: November 27, 2001 City Manager Approval: Item to be presented by: ii Curtis N SUBJECT: TRACT MAP NO. 51931-04 (THE PROMENADE AT TOWN CENTER) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Tract Map No. 51931-04 (The Promenade at Town Center); 2) Accept on behalf of the public the right to restrict direct vehicular ingress and egress to Magic Mountain Parkway and McBean Parkway, easements for sidewalk purposes and public use and easements for sanitary sewer purposes; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Tract Map No. 51931-04, which indicates that all special assessments levied by the City have been paid; and 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 51931-04, which embodies the approval of said map and the acceptance of the dedications shown thereon. BACKGROUND Tract Map No. 51931-04 (The Promenade at Town Center) is the fourth phase of Tentative Tract Map No. 51931, which was granted approval by the City Council on December 18, 1997. This phase, consisting of approximately 18.0 acres, is located at the northwest corner of Magic Mountain Parkway and McBean Parkway, and is owned by South River and Citrus Properties. Eleven commercial lots are being created by this phase, which is a resubdivision of portions of Lots 1, 9, and 10 and all of Lots 2, 3, 4, 5, 6, 7, 8, and 11 of Tract Map No. 51931-03. Planning Division staff approved this resubdivision on October 11, 2000. � _ Agenda Item :Lk TRACT MAP NO. 51931-04 — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION November 27, 2001— Page 2 Water rights have been secured for all 11 commercial lots. Sidewalk and public use easements are being granted along Magic Mountain Parkway and McBean Parkway. The site is for commercial purposes only and has no Quimby requirement. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on this map will be dedicated to the City. The maintenance of these streets will impact the City's street maintenance budget. Sidewalk and public use easements are being granted along Magic Mountain Parkway and McBean Parkway. No Quimby fee is required for this commercial project. The project is located in the Valencia Bridge & Thoroughfare District. The B&T obligation, based on the current fee schedule for commercial property, is $834,141.00. These fees have been paid. No transit fee is required for commercial development. No new public streets are being proposed within this phase. All appropriate school fees will be paid at the time of building permits.
