HomeMy WebLinkAbout2001-09-11 - AGENDA REPORTS - PURCHASE GAS TRUCKS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Barbara Boswell DATE: September 11, 2001 SUBJECT: AWARD CONTRACT FOR PURCHASE OF THREE COMPRESSED NATURAL GAS (CNG) TRUCKS DEPARTMENT: Administrative Services RECOMMENDED ACTION 1) City Council appropriate $17,985.37 from Gas Tax Fund balance to 5211-8615, and award a contract to Raceway Ford for one vehicle in an amount not to exceed $77,843.17 from Account No. 5211-8615. 2) Approve contract to Foothill Freightliner for two vehicles in an amount not to exceed $232,017.70, including options, from Account No. 5211-8615. 3) Appropriate $60,000 to Account No. 2213-8615, and increase the estimated revenues in Account No. 453-5006 for the Mobile Source Reduction Committee (MSRC) grant. 4) Appropriate $60,000 to Account No. 2214-8615 for grant match from AB 2766 Air Quality Improvement Fund fund balance. BACKGROUND The City Council approved the purchase of three medium -duty trucks in the FY 2001/2002 budget. In support of the Clean Air and Alternative Fuel Vehicle programs, staff determined three of the trucks should be purchased as dedicated Compressed Natural Gas (CNG) vehicles and pursued grant funding. MSRC grant funds in the amount of $60,000, to be matched with AB 2766 funds in the amount of $60,000, were awarded. This total of $40,000 per vehicle offset the estimated $40,000 cost per vehicle of the CNG package. The Invitation to Bid was published three times from July 1 to July 8, 2001. Notifications were sent to the Chamber of Commerce, VIA, and 34 suppliers on file. The Invitation to Bid was distributed to 14 dealers who requested an opportunity to bid. Staff has determined the bid of Foothill Freightliner to be the lowest bid for two of the trucks and Raceway Ford to be the lowest bidder for the third. As a result of underestimating the effect of inflation over the 9-11 years since the vehicles were last purchased, the lowest bids exceed the available budget. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $171,875 were budgeted for this expenditure from Gas Tax in account number 5211-8615 of FY 01/02. Grant funds in the amount of $60,000, and match funds in the amount of $60,000, were not previously appropriated.
