SUBJECT: AUTHORIZATION TO EXTEND THE EXISTING
PROFESSIONAL SERVICES AGREEMENT WITH RRM
DESIGN GROUP TO PROVIDE URBAN
DESIGN/ARCHITECTURAL REVIEW SERVICES FOR ONE
YEAR (JULY 1, 2001 -JUNE 30, 2002)

RECOMMENDED ACTION
City Council to authorize the City Manager to extend the existing professional services
agreement between the City and RRM Design Group to provide urban
design/architectural review services on an as needed basis, for a one-year period
beginning July 1, 2001. Per the terms of the original contract executed in May 1999, the
contract is extended on an annual basis, subject to approval of the 2001— 2002 budget.
BACKGROUND
Since May 1999, RRM Design Group has provided urban design/architectural review
services to the City of Santa Clarita on an as -needed basis. RRM Design Group staff
has evaluated and provided input related to architectural design, urban design and
landscape design for approximately 100-110 projects annually with the goal of having
new development be of high quality design and architecturally sensitive to neighboring
development and the geographic setting.
RRM Design Group has in-house licensed architects, licensed landscape architects, and
an urban designer that have provided design/architectural services for private
development and City -initiated projects. There are no licensed architects, landscape
architects, or urban designers in-house and there is no City staff member qualified to
provide this expertise. Therefore, in order to retain these services the City must hire a
full-time staff member. The cost associated with hiring a full-time staff member with
benefits would cost more than hiring a consultant to provide design/architectural
services to city staff.
The cost for as -needed consultant services will not exceed $60,000.00, as budgeted in
Account 3120-5001 as part of the Fiscal Year 2001-2002 Planning and Building Services
Department budget. City staff will administer the contract, to expire June 30, 2002,
with the consultant. Following this period, the City and consultant may mutually agree
to extend the contract for urban design/architectural services for a one-year term.

1. Do not extend the professional services contract with RRM Design Group.

FISCAL IMPACT
Continuation of urban design/architectural review services will have a fiscal impact to
the City's budget. The cost for as -needed consultant services will not exceed $60,000.00,
as budgeted in Account 3120-8001 as part of the Fiscal Year 2001-2002 Planning and
Building Services Department Budget, subject to approval of the 2001 — 2002 budget.
