HomeMy WebLinkAbout2001-06-26 - AGENDA REPORTS - RYE CYN NO STOPPING ZONE (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: June 26, 2001 City Manager Approi Item to be presented SUBJECT: RYE CANYON ROAD - ESTABLISHING A NO -STOPPING ZONE FROM NEWHALL RANCH ROAD TO SOUTH OF AVENUE SCOTT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a no -stopping zone along the west side of Rye Canyon Road, between Newhall Ranch Road and 700 feet south of Avenue Scott, and along the east side of Rye Canyon Road, between Newhall Ranch Road and 300 feet south of Avenue Scott. BACKGROUND In an effort to improve traffic circulation through the Valencia Industrial Center, the Newhall Land & Farming Company will be signalizing the intersection of Rye Canyon Road and Avenue Scott. In order to maximize the efficiency of the intersection and minimize the impacts of traffic congestion, the signal design will allow for six lanes through the intersection: three lanes in each direction. This design will accommodate immediate and future traffic volumes. In order to accomplish this design, curbside parking along the east and west sides of Rye Canyon Road will need to be prohibited between Newhall Ranch Road and Avenue Scott. Also, curbside parking on Rye Canyon Road, approximately 700 feet south of Avenue Scott along the west side, and 300 feet south of Avenue Scott along the east side, will be prohibited (see Exhibit "A"). All parking will be required to be on-site or further south where no curbside parking restriction exists. The start date for construction has not been set, but construction is estimated to begin in early fall 2001. On November 7, 2000, a letter was sent to all business owners along Rye Canyon Road that would be affected by this on -street parking prohibition. The City has not received any opposition from these businesses. A copy of the letter is included as Exhibit "B." FISCAL IMPACT The work involves the installation of up to 35 signs; however, the City will incur no costs, as the installation of these signs will be the responsibility of the Newhall Land & Farming Company. In an effort to improve traffic circulation through the Valencia Industrial Center, we are planning to signalize the intersection of Rye Canyon Road and Avenue Scott. In order to maximize the efficiency of the intersection and minimize impacts of traffic congestion, the signal design will allow for six lanes through the intersection; three lanes in each direction. In order to accomplish this design, curbside parking along the east and west sides of Rye Canyon Road will need to be prohibited between Newhall Ranch Road and Avenue Scott. Also, curbside parking on Rye Canyon Road, approximately seven hundred feet south of Avenue Scott along the west side and three hundred feet south of Avenue Scott along the east side, will be prohibited (see enclosed drawing). All parking will be required to be on-site or further south where there is no curbside parking restriction. We estimate construction to begin at this intersection in the beginning of summer 2001, and signs will be posted during that time. We apologize for any inconvenience this might pose. However, we believe that you will appreciate the immediate benefits of traffic congestion relief throughout the Valencia Industrial Center.
