APPROVAL OF PROGRAM SUPPLEMENT NO. M006

RECOMMENDED ACTION
City Council approve Program Supplement No. M006 for the Sierra Highway Bridge
Restoration, Project No. S3014; and authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
Sierra Highway over the Santa Clara River consists of twoseparate bridges running in the
north/south directions. The northbound bridge (BR. No. 63C -1777R), built in 1968, spans
approximately 401 feet over the Santa Clara River with a road width of 36 feet, a 6 -foot
sidewalk on the east side, and a concrete barrier railing on the west side. The southbound
bridge (BR. No. 63C -1777L), built in 1938, spans approximately 400 feet over the
Santa Clara River with a roadway width of 37 feet, and a 2 -foot 10 -inch sidewalk on each
side of the bridge.
The scope of the Sierra Highway Bridge Restoration project consists of widening each
bridge to a width of 44 feet and providing a 13 -foot -wide raised median to combine the two
separate bridges as shown on the preliminary plan (Exhibit "A"). The existing sidewalks
and concrete barriers on both bridges will be removed. Sidewalks of 6 -foot clear width with
8 -inch curbs, : concrete. barriers (Caltrans type 26 modified) with decorative tile, street
lights, and chain link railing type 7 will be constructed on the exterior side of both bridges
to conform with current code. requirements. The complete widened bridge will then be
seismically analyzed, and the existing bridges will be retrofitted, if required.
Caltrans has approved the bridge widening project under the Highway Bridge
Replaeement/Rehabilitation (HBRR) Program, with 80 percent federal participation and the
remaining 20 percent of the project cost funded by the City and the County of Los Angeles
(the jurisdiction percentage to .be determined). The City will enter into a City/County
Cooperative Agreement designating the County as the lead agency administering the
project from design to construction. The City's portion of project costs will be funded by
Los Angeles County as a result of.a credit issued to the City for an assignment of Surface
Transportation Program (STP -L) funds accepted by the County (Exhibit "B").

Master Agreement No. 07-5450 for federal aid projects was executed by the City and the
State on July 15, 1997. Under the terms of this agreement, the City agreed to comply with
all federal/State regulations. However, no funding was established to reimburse the City
for our efforts, since this is always addressed in a separate Program Supplement
Agreement. Program Supplement No. M006 (Exhibit "C") is the supplement for this
project, which is currently in the preliminary engineering phase of the project.
Under the HBRR program, 80 percent of project costs is funded through federal
participation, while the remaining 20 percent of project costs is funded by the City and the
County of Los Angeles (the jurisdiction percentage to be determined). Program Supplement
No. M006 allocates $264,000.00 of HBRR funding (federal participation) and $66,000.00
local match for the preliminary engineering phase of the project. Program Supplement
No. M006 will be revised at later dates to include other phases of the project and respective
allocation of funds. Resolution No. 97-58 (Exhibit "D"), approved by the City Council on
June 24, 1997, authorizes the City Manager or designee to execute all Program
Supplements to Master Agreement No. 07-5450.

No immediate fiscal impacts have been identified. The City's portion of project costs will be

Surface Transportation Program -Local Funds
To the County of Los Angeles
Dear Mr. Stone:
The City of Santa Clarita requests that you consider accepting an assignment
of a portion of the City's Surface Transportation Program (STP -L) funds in
order to prevent the funds from lapsing to the Los Angeles County
Metropolitan Transportation Authority (MTA). Funds in the amount of
$654,955 are scheduled to lapse on September 30, 1998.
We understand that the City and County will enter into an agreement to
execute the assignment of funds. In this agreement, the City will receive
credit for a future City -County cooperative road construction project or
projects that will be administered and designed by the County. The City will,
satisfy this condition through two upcoming Highway Bridge Replacement
and Rehabilitation (HBRR) projects. The northbound bridge on Sierra
Highway over the Santa Clara River is a $700,000 widening project; Bouquet
Canyon Road over the Santa Clara River is a $4.2 million widening project.
The City is currently seeking estimates for design of these projects.
Upon consideration of our request, please issue an assignment agreement to
the City. This agreement will be presented to the City Council for approval
on August 25, 1998, and will then be returned to the County for presentation
to the Board of Supervisors.
We also understand that the County will notify MTA of this assignment of
funds and will order a transfer of funds prior to September 30, 1998. This
action will ensure that the City of Santa Clarita will not incur any lapsing
funds. .

1. The Local Agency agrees the payment of Federal funds will be
limited to the amounts approved by the Federal Highway
Administration in the Federal -Aid Project Agreement (PR-2)/Detail
Estimate, or its modification (PR -2A) or the FNM -76, and accepts
any increases in Local Agency Funds as shown on the Finance or
Bid Letter or its modification as prepared by the Office of Local
Programs Project Implementation.
2. This Program Supplement will be revised at a later date to
include other phases of work.
3. The County of Los Angeles will design, advertise, award and
administer including billing for this project, for and in behalf
of the Local Agency, with the approval of the State.

OF THE CITY OF SANTA CLARITA, AUTHORIZING THE
EXECUTION OF MASTER AGREEMENT NUMBER 07-5450
FOR FEDERAL AID PROJECTS
WI..EREAS, the Congress of the "United States has enacted the Intermodal Surface
Transportation Efficiency Act of 1991 to fund programs which include, but are not limited to,
the Surface Transportation Program (RSTP), the Congestion Mitigation and Air quality
Improvement Program (CTNIAQ), the Transportation Enhancement Activities Program (TEAL,
and the Bridge Replacement and Rehabilitation Program (HERR) (collectively the "Programs");
and
N',Yn, F MA,Q, the Legislature of the State of California has enacted legislation by which certain
federal funds (RSTP and CM.AQ) may be made available for use on local transportation facilities
of public entities qualified to act as recipients of these federal funds in accordance with the
intent of federal law; and

Santa Clar'ta and State are required to enter into an agreement relative to prosecution of said
project and maintenance of the completed facility.

as follows:
SECTION 1: State -Local Master.Agreement Number 07-5450, as modified November 29, 1995,
for federal aid projects is hereby approved.
SECTION 2: The City Manager, or lis designee, is hereby authorized to execute the said State -
Local blaster Agreement and all future program supplements to this agreement upon review
and approval by the City. Council of Santa Clarita.
SECTION 1 The City clerk shall certify to the adoption of this Resolution.
