SUBJECT: ANNEXATION OF TERRITORIES INTO SANTA CLARITA
STREETLIGHT MAINTENANCE DISTRICT NO. 1:
• ANNEXATION NO. 2001-L21, 23551 MAGIC MOUNTAIN

RECOMMENDED ACTION
City Council adopt three resolutions to initiate annexation proceedings for Annexation Nos.
2001-L21, 2001-1,22, and 2001-L23 into Streetlight Maintenance District No. 1; approve the
respective Engineer's Report; declare the City's intention to annex territory; and set the public
hearing for October 23, 2001.
BACKGROUND
As a condition of the approval:
Assessor Parcel Nos. 2811-025-072 through -077, located in the vicinity of 23551 Magic
Mountain Parkway, streetlight improvements are required. Terry York Motor Cars, Ltd.,
a California Limited Partnership, hereinafter referred to as the "Developer," has agreed to
install or provide funds for all necessary on-site streetlight improvements as required as
a condition of the approval of the aforementioned parcels. The Developer has signed a
petition requesting the annexation of this streetlight maintenance into Santa Clarita
Streetlight Maintenance District No. 1 as Annexation No. 2001-L21.
For Tract No. 53114, located in the vicinity of Dockweiler Drive and Valle del Oro,
streetlight improvements are required. E -Z Access Self -Storage, LLC, hereinafter referred
to as the "Developer," has agreed to install or provide funds for all the necessary on-site
streetlight improvements as required as a condition of the approval of the aforementioned
parcels. The Developer has signed a petition requesting the annexation of this streetlight
maintenance into Santa Clarity Streetlight Maintenance District No. 1 as Annexation No.
2001-1,22.

Assessor Parcel Nos. 2842-026-034 and 2842-026-035, located in the vicinity of 18525 Via
Princessa, streetlight improvements are required. Jack In The Box Restaurant, hereinafter
referred to as the "Developer," has agreed to install or provide funds for all the necessary
on-site streetlight improvements as required as a condition of the approval of the
aforementioned parcels. The Developer has signed a petition requesting the annexation of
this streetlight maintenance into Santa Clarita Streetlight Maintenance District No. 1 as
Annexation No. 2001-L23.
The above annexations will provide for the continued maintenance of these improvements after
they are installed and accepted by the city.
The Developers have provided the City signed petitions and assessment ballots giving approval
to the annexation of properties into the District. By signing the petition, the Developers have
waived the time period for holding the public hearing, noticing, and the right to majority protest
at the public hearing, and have submitted an assessment ballot in favor of the annexations.
Thus, the public hearing for the annexations can be held on the same date as the consent
calendar items initiating the annexations. It is estimated that the improvements will be
accepted after July 1, 2002. The funds for maintenance costs will be collected on the Fiscal
Year 2002/2003 Tax Roll. The resolutions declare the City's intention to annex 23551 Magic
Mountain Parkway, Tract No. 53114, and 18525 Via Princessa into Streetlight Maintenance
District No.1 as Annexation Nos. 20001-L21, 2001-L22, and 2001-L23. The total proposed
annual assessments would be:
Annexation No. 2001-L21 $150 per lot.
Annexation No. 2001-L22 $50 per lot.
Annexation No. 2001-L23 $250 per lot.
Currently, there are six lots for Annexation No. 2001-1,21, 53 proposed units for Annexation
No. 2001-L22, and two proposed lots for Annexation No. 2001-L23. The formation of this
District is in compliance with Proposition 218.
ALTERNATIVE ACTIONS
1. Do not approve the annexations.
2. Other action as determined by the City Council.
FISCAL IMPACT
The annexation of these territories will provide funding for the maintenance of the street
lighting for the territories mentioned above. The estimated revenues collected from these
annexations for annual maintenance will be $4,050.00.
