Nav DATE: January 9, 2001 SUBJECT: TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT (LACFCD) — TRACT NO. 51857, MISCELLANEOUS TRANSFER DRAIN (MTD) NO. 1562 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution for the transfer and conveyance of the storm drain improvements to the Los Angeles County Flood Control District (LACFCD); authorize the Mayor to execute the attached Quitclaim Deed; and direct staff to transmit a copy of this report indicating the date and action taken, three copies of the unrecorded Quitclaim Deed properly executed, and three certified copies of the adopted Resolution to the Building & Safety/Land Development Division at the County of Los Angeles, Department of Public Works. BACKGROUND The construction of Miscellaneous Transfer Drain (MTD) No. 1562 has been completed. The final inspection and final notice of completion for the storm drain are complete. The project is located at Narcissus Crest Avenue and Wisteria Valley Road in the Canyon Country area. A detailed description of the facilities is depicted on Los Angeles County Flood Control District Drawing Nos. 43-F413.1 through 43-F413-3, on file with the Director of the Los Angeles County Department of Public Works. The storm drains were constructed by the developer, S.C. Canyon Cove, L.L.C., in accordance with agreements and the Faithful Performance Bonds on file with the City (see attached Exhibit "A" showing the location of improvements). The agreements also provide that the work shall not be deemed completed until approved, accepted as complete, and transferred to LACFCD for maintenance. The City and County entered into an agreement on March 14, 1989, recorded as Document y Council must No. 89-1346418, which provides for the transfer of storm drains. FISCAL IMPACT The City incurs a long-term fiscal benefit through transferring the maintenance responsibilities for this storm drain to the Los Angeles County Flood Control District.
