SUBJECT: LOST CANYON ROAD — ESTABLISHING A BUS -ONLY (NO -PARKING)
ZONE FOR SULPHUR SPRINGS ELEMENTARY SCHOOL

RECOMMENDED ACTION
City Council adopt a resolution establishing a bus -only (no -parking) zone for Sulphur
Springs Elementary School along the south side of Lost Canyon Road, between the first and
second westerly school driveways (total distance of 160 feet). The posted hours would be
between 7:30 a.m. and 4:00 p.m., school days only.
BACKGROUND
On October 17, 2001, City staff was contacted by the Los Angeles County Sheriffs
Department School Patrol Unit, requesting that a bus -only (no -parking) zone be established
adjacent to Sulphur Springs Elementary School to facilitate the planned Parking Lot Valet
program.
The bus -only (no -parking) zone will provide an area in front of the school for all
school -related buses and vans to park. This will allow the buses and vans to move out of
the school parking lot and provide space on-site for the Parking Lot Valet program.
Sulphur Springs Elementary School, in coordination with the Los Angeles County Sheriffs
Department, implemented the school Parking Lot Valet program on October 23, 2001 with
the use of temporary no -parking signs along Lost Canyon Road.
City staff observed the traffic conditions along Lost Canyon Road in front of the school.
Staffs evaluation indicated that a bus -only (no -parking) zone would be helpful to the
Valet Parking Lot program. The bus -only (no -parking) zone will be used only by school -
related buses and will be in effect between 7:30 a.m. and 4:00 p.m., school days only.
In the vicinity of Sulphur Springs Elementary School, Lost Canyon Road is currently a
narrow, two-lane roadway that ends several hundred feet west of the school. This roadway,
however, is designated in the City's General Plan Circulation Element as a Major Arterial
and is planned to be extended to the west. It is generally City policy to prohibit parking

along Major Arterial roadways. At the time Lost Canyon Road is extended, the City may
remove the bus -only zone established by this resolution. The school would then have to find
space on-site to accommodate bus parking. The school has been notified in writing of the
potential loss of the proposed bus -only zone in the future.
On November 1, 2001, City staff received a letter (Exhibit "A") from Sulphur Springs
Elementary School confirming the request. As stated in the letter, the school is making the
request, and they are in full agreement with the proposed bus -only (no -parking) zone.
ALTERNATIVE ACTIONS
1. Keep the existing situation as is.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of three signs, amounting to approximately $300.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.
