At the request Of the Council, the public hearing was continued to February 13, 2001. The City Council adopted Title 8 which enacted an ordinance governing "Animals" and Title 11 which enacted an ordinance regulating "Public Peace and Welfare" within the City s Municipal Code on November 27, 1990. In the process of cleaning -up the Unified Development Code (UDC), under the keeping of animals, a footnote permitting up to four dogs in the event that the dogs were spayed or neutered was removed. The footnote was removed because the UDC is not the appropriate vehicle for regulations pertaining to the spaying and neutering of animals. Title 8 "Animals" of the Municipal Code is the appropriate place for this language Title 8 would be modified to add language permitting additional keeping of dogs and cats if they are altered. The proposed amendment would add section 8.20.215 under Part 1- Licensing which would permit up to four dogs on any size lot in the event they are all spayed or neutered. In addition, a new section 8.24.080 would be added permitting up to ten cats on lots greater than 15,000 square feet in the event they are all spayed or neutered. ANoW�CqED Agenda Item:_ Currently, under the "Noise Limits" section under Title 11 "Public Peace and Welfare" violations are considered a misdemeanor. The proposed amendment includes language for infraction procedures. This would allow the Sheriffs Department to better enforce the noise ordinance. See Exhibit A of the draft ordinance for the proposed changes Code. and additions to the Municipal ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT There are no known fiscal impacts with the recommended action to the City of Santa Clarita.
