SUBJECT: TRACT MAP NO. 44831-02 (HIDDEN CREEK, NORTH VALENCIA II
ANNEXATION) — APPROVAL OF FINAL MAP AND ACCEPTANCE
OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 44831-02 (Hidden Creek, North Valencia II
Annexation);
2) Accept on behalf of the public the offers of dedication for public streets, the right to
restrict direct vehicular ingress and egress to McBean Parkway and Copper Hill Drive,
easements for trail purposes and public use, sewer maintenance access and storm drain
maintenance access, and the right to restrict construction on Lots 1, 2 and 3;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b)
that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing
with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific
plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of
Division 1 of the Government Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of
the map for Tract Map No. 44831-02, which indicates that all special assessments levied
by the City have been paid;
5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 44831-02,
which embodies the approval of said map and the acceptance of the dedications shown
thereon.
BACKGROUND
Tract Map No. 44831-02 (Hidden Creek, North Valencia II Annexation) is the second phase
of Vesting Tentative Tract Map No. 44831, which was granted approval by the
Planning Commission on September 28, 2000, and the City Council on January 11, 2000. A
Development Agreement that allows for phasing was approved on April 25, 2000. This
phase, consisting of approximately 85.7 acres, is located west of McBean Parkway and
south of Copper Hill Drive, and is owned by the Newhall Land & Farming Company.

Three lots (two residential lots and one open space lot) are being created with this phase.
Water rights have not been secured for these lots. Lots 1 and 2 will require further
subdivision before being developed, and building construction on them is prohibited until
the applicant demonstrates proof of water availability by providing a "will -serve" letter to
the City of Santa Clarita evidencing water service to the development. Subsequent final
maps to further subdivide the aforementioned two residential lots will not be approved
until the City has received water "will -serve" letter(s) demonstrating water availability for
these lots.
Trail requirements are being met by the construction of a Class I bike trail, an 8 -foot paseo,
and the dedication of easements to the City. The Quimby obligation is being satisfied with
the dedication of parkland to the City and the construction of private recreation facilities in
accordance with the North Valencia II Development Agreement.
The conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTION
Staff has not identified any alternative actions that would conform to requirements set
forth in the Subdivision Map Act.
FISCAL IMPACT
The public streets shown on this map will be dedicated to the City. The maintenance of
these streets will impact the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Tract Map Location: West of McBean Parkway and south of Copper Hill Drive.
Acreage: Approximately 85.7 acres.
Number of Lots: Three.
Use: Two large residential lots, both for single-family dwelling units,
and one open space lot.
Developer: The Newhall Land & Farming Company.
Trails/Paseos: The map is dedicating a joint use easement for trail purposes. The
developer is constructing a Class I bike trail (River Trail) within
Lot 3, along the east side of San Francisquito Creek, including an
undercrossing at the Copper Hill Drive Bridge and an eight -foot
paseo along the west side of McBean Parkway.
Quimby Fee: The parkland obligation for this tract, and future tracts within the
North Valencia II Annexation, will be met by dedication of a park
in the Creekside development (North Valencia II Annexation),
1.1 acres of private park within this development, and by private
recreation facilities within the North Valencia II Annexation. This
fully satisfies the Quimby requirements.

The project is located in the Valencia Bridge & Thoroughfare
District. The B&T obligation, based on a maximum of 275 single-
family units for this phase, is $2,783,000.00. Per the Development
Agreement, these fees will be paid at issuance of building permits.
The developer, based on a maximum of 275 units for this phase,
has paid a Transit Mitigation Fee of $55,000.00.
No new public streets are being proposed within this phase.
To be paid at building permit stage per agreement with the school
districts.
