SUBJECT: TRACT MAP NO. 50151-01 (VIA PRINCESSA, SOUTH OF COSTCO) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Tract Map No. 50151-01 (Via Princessa, south of Costco); 2) Accept on behalf of the public the right to restrict direct vehicular ingress and egress to Via Princessa; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Tract Map No. 50151-01, which indicates that all special assessments levied by the City have been paid; and 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 50151-01, which embodies the approval of said map and the acceptance of the dedications shown thereon. BACKGROUND Tract Map No. 50151-01 (Via Princessa, south of Costco) is the second phase of Tentative Tract Map No. 50151, which was granted approval by the City Council on January 29, 1991. A Development Agreement that allows for phasing was approved on February 26, 1991. This phase, consisting of approximately 19.3 acres, is located on the south side of Via Princessa, between Sierra Highway and the Antelope Valley Freeway, and is owned by American Realty Trust, Incorporated. �r - � Agenda Item TRACT MAP NO. 50151-01— APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION September 25, 2001— Page 2 Two lots for commercial purposes are being created with this phase. Water rights have been secured for both lots. No new trails or trail easements are required for this development. The site is for commercial purposes only and has no Quimby requirement. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. No Quimby fee is required for this commercial project. The project is located in the East Side Bridge & Thoroughfare District. The B&T obligation, based on an area of 19.3 acres for this phase, is $965,500.00, as determined by the Conditions of Approval. This fee has been paid. No transit fee is required for commercial development. No new public streets are being proposed within this phase. All appropriate school fees will be paid at the time of building permits.
