SUBJECT: TRACT NO. 44360, MISCELLANEOUS TRANSFER DRAIN (MTD)
NO. 1573 - TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY
FLOOD CONTROL DISTRICT

RECOMMENDED ACTION
City Council adopt a resolution for the transfer and conveyance of the storm drain
improvements for Tract No. 44360, Miscellaneous Transfer Drain No. 1573, to Los Angeles
County Flood Control District (LACFCD); and direct staff to transmit a copy of this report
indicating the date and action taken, and three certified copies of the adopted Resolution to the
Building & Safety/Land Development Division at Los Angeles County Department of Public
Works.
BACKGROUND
The construction, final inspection, and final Notice of Completion for miscellaneous Transfer
Drain (MTD) No. 1573 have been completed. The project is located along Isabella Parkway (see
attached Exhibit "A"). A detailed description of the facilities is depicted on LACFCD's Drawing
Nos. 43-F416.1 through 43-F416.3, on file with the Director of Los Angeles County Department
of Public Works. The storm drains were constructed by the developer, Cornerstone Properties,
in accordance with the agreements and the Faithful Performance Bonds on file with the City.
The agreements also provide that the work shall not be deemed complete until approved,
accepted as complete, and transferred to the LACFCD for maintenance.
The City and County entered into an agreement on March 14, 1989, recorded as Document
No. 89-1346418, which provides for the transfer of storm drains. The City Council must
approve a resolution authorizing the transfer to complete the process. The transfer is then
accepted and approved by the Board of Supervisors for LACFCD, who operates and maintains
the storm drains for public use.

FISCAL IMPACT
The City incurs a long-term fiscal benefit through transferring the maintenance responsibilities
for this storm drain to LACFCD.
