SUBJECT: RESOLUTION TO FILE AN APPLICATION WITH LAFCO
FOR THE PROPOSED ANNEXATION OF TOWSLEY
CANYON TO THE CITY OF SANTA CLARITA, LOCATED
OUTSIDE THE CITY LIMITS GENERALLY WEST OF
INTERSTATE 5, EXTENDING APPROXIMATELY 600
FEET SOUTH OF WILEY CANYON ROAD; EXTENDING
APPROXIMATELY 400 FEET NORTH OF WILEY
CANYON ROAD; EXTENDING APPROXIMATELY TWO-
THIRDS OF A MILE WEST OF THE OLD ROAD.

City Council to adopt the Resolution with a new designation number authorizing
the City Manager, or designee, to file an annexation application with the Local
Agency Formation Commission (LAFCO) for the Towsley Canyon area,
Annexation No. 1989-01(a).
The Cortese -Knox Local Government Reorganization Act of 1985 and the Local
Agency Formation Commission (LAFCO) regulate annexation to the City. On
May 9, 2000, the City Council adopted Resolution No. 00-51 authorizing staff to
file an application with LAFCO for the Towsley Canyon Annexation. The
annexation application, consisting of 60.1 acres of uninhabited land owned by the
City of Santa Clarita, was submitted to LAFCO on June 20, 2000. Subsequently,
LAFCO has requested that Resolution No. 00-51 be revised to include an "(a)" in
the official designation number. The Resolution before the City Council officially
changes the Towsley Annexation designation number as requested by LAFCO.
To differentiate between the original 1998 and the revised 2000 submittals,
LAFCO requested the revised annexation designation number because the scope
of the project changed. Initially, the annexation included 741 acres and 31
parcels. Subsequent to the filing of the original application with LAFCO,

multiple property owners decided not to support the annexation request. The
annexation boundary was subsequently modified to include only the City owned
property.
No fiscal impact analysis was conducted for this City owned property.
Completion of this annexation would bring the City owned property under its
municipal jurisdiction. The City of Santa Clarita elected to pay an annual Storm
Water Utility fee of $374.89.
