SUBJECT: TRAFFIC SAFETY IMPROVEMENTS ALONG McBEAN PARKWAY

RECOMMENDED ACTION
City Council approve the Traffic Safety Improvement Plan along McBean Parkway; and
direct staff to proceed with the implementation of all related items, per the request of
Councilmember Kellar, due to the increased traffic volumes along McBean Parkway.
BACKGROUND
The signal improvements and restriping of McBean Parkway were presented to the City
Council on September 26, 2000. A copy of that agenda report is attached as background as
Exhibit "A."
At the September 26, 2000 City Council meeting, the public presented testimony and raised
several issues that required further analysis and discussion. These issues are:
1. Transit Bus Operations and Bus Turnouts
2. Impacts and Safety Aspects of School Bus Operations
3. Impacts on School Children Crossing McBean Parkway
4. Speeding and Enforcement
5. Truck Traffic
6. Landscape Buffer along Via Jacara
7. Landscaping in Front of Granary Square
8. Tree Replacement Policy
9. Traffic Signal at Arbor Park/Stone Creek
10. Traffic Signal Synchronization along McBean Parkway

It should be noted that a public participation and outreach meeting has been scheduled for
June 20, 2001, at 6:30 p.m. at City Hall. The purpose of this meeting is to provide residents an
opportunity to discuss the proposed improvements along McBean Parkway.
Each of the above items is discussed in more detail in the following section.

ISSUES RAISED:
1. Transit Bus Operations and Bus Turnouts
When McBean Parkway is restriped to six lanes, transit vehicles may momentarily
block traffic in the curb lane as they stop to load and unload passengers. Bus turnouts
may help to alleviate this situation by allowing buses to move out of the flow of traffic
while they are stopped for this purpose. All bus turnouts are assumed to include a
lighted shelter with bench on a concrete pad.
Approximately 30 locations along McBean Parkway were evaluated as potential
locations for installation of a bus turnout. Exhibit `B" contains a detailed discussion of
the evaluation process. The four locations listed below were determined to be the most
practical for installation of a bus turnout. These locations are indicated on Exhibit "C"
and in the photographs in Exhibit "D."
Estimated Cost
1. Near side, Del Monte Drive, southbound $82,000.00
2. Near side, Avenida Navarre, northbound $70,000.00
3. Granary Square, northbound $82,000.00
4. Far side, Del Monte Drive, northbound $82,000.00
The City has received the support of the William S. Hart Union High School District
regarding the proposed bus turnouts. The bus turnouts would benefit the operations of
both City Transit buses and public school buses.
2. Impacts and Safety Aspects of School Bus Operations
The City Council has previously passed a resolution allowing all school buses operated
by the school districts to stop at the City's Transit stops for the purpose of loading and
unloading students. When a school bus stops on McBean Parkway, all traffic on the
same side of the median is required by law to stop during the time the school bus's red
flashing lights are operating. Therefore, the existence of two or three traffic lanes does
not affect the operation of school buses on any street. School buses that serve
La Mesa Junior High School currently stop at Del Monte Drive and Avenida Navarre.
3. Impacts on School Children Crossing McBean Parkway
There are only two elementary schools where school children may have to cross
McBean Parkway on the way to school. According to the City's Suggested Route to School
program, all children going to Valencia Valley Elementary School cross McBean Parkway
using the paseo bridge located north of Arroyo Park Drive. All children going to
Meadows Elementary School cross at the Singing Hills intersection. This intersection is
signalized, and an adult crossing guard assists children in crossing the street. The potential
restriping of McBean Parkway does not impact the crossing of school-age children.

4. Speeding and Enforcement
The City Council recently adopted the Citywide speed limits along all streets. The posted
speed limit along McBean Parkway is 45 miles per hour. According to the findings of the
study, the 85 percent speed (the speed level 85 percent of motorists travel at or below)
was shown to vary between 44 and 47 miles per hour. The study shows excellent
conformance of travel speeds as compared to the adopted posted speed. The
Sheriffs Department also recently verified this fact, where they found very few motorists
speeding along McBean Parkway at a level warranting a traffic citation. City staff and
the Sheriffs Department continue to work together to address any speeding concerns that
arise along McBean Parkway and other City streets.
5. Truck Traffic
Currently, very few trucks travel on McBean Parkway between I-5 and Valencia Boulevard.
The trucks that use McBean Parkway are primarily local delivery trucks delivering goods
to area shopping centers and commercial establishments. In order to prohibit trucks from a
certain street, the City Council would need to conduct a public hearing and inform the
appropriate trucking companies of the potential prohibition. There does not seem to be a
reason to restrict trucks from using McBean Parkway at this time.
6. Landscape Buffer along Via Jacara
The restriping of McBean Parkway may increase noise to the homes along Via Jacara, due
to the fact that vehicles in the curb lane along McBean Parkway will be physically closer to
these homes. Additional landscaping, an earthen berm, and a short wall within the divider
that separates Via Jacara from McBean Parkway may help attenuate the potential increase
in noise. The total cost to design and install upgraded landscaping is $120,000.00. This
includes $90,000.00 for the wall, and $30,000.00 for the earthen berm, irrigation, trees, and
shrubs. This concept is depicted in Exhibits "E" and "F." The input of the residential
community along Via Jacara will be considered in development of a final plan.
7. Landscaping in Front of Granary Square
Additional landscaping in front of Granary Square, between the sidewalk and the
parking lot, would provide a more aesthetic buffer between the shopping center and
McBean Parkway. The total cost to design and install upgraded landscaping is
approximately $35,000.00. This includes irrigation, trees, and shrubs, but no right-of-
way. This concept is depicted in Exhibit "G." City staff has met with Mr. John Dvorak,
General Manager of Pan Pacific Retail Properties, the new representatives of
Granary Square, and Mr. Dvorak is in full agreement with the proposed improvements
along the Granary Square frontage.

8. Tree Replacement Policy
Any tree removed for safety reasons as part of the McBean Parkway restriping project or
for the installation of bus turnouts will be replaced with a 24 -inch box minimum size tree.
Replacement trees will be installed during or immediately following the completion of the
project, if adequate planting space is available.
If the former tree site does not have adequate space for a new tree, or if a new tree would
cause line -of -sight problems and/or traffic -safety hazards, the tree would not be replaced.
In these instances, an alternative location will be identified at either another location
within the City's right-of-way or outside of the City's right-of-way with permission from
the property owner.
9. Traffic Signal at Arbor Park/Stone Creek
It is not recommended that this location be signalized at the time McBean Parkway is
restriped to six lanes. The traffic volumes entering and exiting the two private driveways
are relatively low and do not warrant the installation of a traffic signal. In addition, these
two driveways are not public roads, and it is generally City policy not to use City funds to
signalize private driveways. No accidents have been reported within the previous three
years. Finally, this intersection is located only 800 feet from Arroyo Park Drive, which
makes it an undesirable location for a new traffic signal. Vehicular progression is
negatively affected when traffic signals are spaced closer than 1,000 feet apart.
Since it may be more difficult for vehicles to make a left turn out of either of these
developments, the left -turn movements could be prohibited with the installation of a
"pork chop." This concept is illustrated in Exhibit "H." Only left -turns out would be
prohibited. Left -turns into either site would still be allowed.
10. Traffic Sienal Synchronization along McBean Parkway
City staff is currently developing a traffic signal synchronization/coordination plan for
several segments along McBean Parkway between The Old Road and Newhall Ranch
Road. Any additional traffic signals will be integrated into this plan.
In addition, the City recently received a grant from the Los Angeles County
Metropolitan Transportation Authority (MTA) that will cover 60 percent of the cost to
install a traffic signal interconnect along McBean Parkway between I-5 and Copper Hill
Drive. This will allow all of the traffic signals along McBean Parkway to be coordinated
in one group.
11. Traffic Volumes
The public raised concerns that the projected traffic volumes would not occur and may
actually decrease because of additional road construction in the area. In October 2000,
the average daily traffic volumes on McBean Parkway ranged from 27,000 to 35,000

vehicles per day between I-5 and Valencia Boulevard. In April 2001, the average daily
traffic volumes on McBean Parkway ranged from 29,000 to 38,500 vehicles per day. This
is an increase of between seven and ten percent in six months.
POTENTIAL TRAFFIC SAFETY IMPROVEMENTS
Restripe McBean Parkway to six lanes from I-5 to Valencia Boulevard. Two new traffic
signals will be installed at Granary Square and Alegro Drive, and five existing traffic
signals will be modified to include left -turn phasing.
The "no right -turn on red" signs at signalized intersections of Alegro Drive, as well as
Singing Hills Drive (southbound direction only) will be implemented. The provision of one-
way driveways to the hospital will also be implemented.
The nine trees identified in the previous agenda report will be removed to enhance traffic
safety along McBean Parkway. A minimum of 13 trees will be replanted along the street.
This improvement project will also include the four bus turnouts and additional
landscaping in front of Granary Square, as discussed above. The landscaping and buffer
treatment along Via Jacara will be carefully evaluated and its plan will be presented to the
City Council for final approval before implementation. The project will also include a "pork
chop" at Arbor Park/Stone Creek, as discussed above.
The Newhall Land & Farming Company has agreed to install all of the improvements
included as part of this roadway improvement project.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
This project includes various street improvements. The total cost for the restriping and
signal installation will be the responsibility of the Newhall Land & Farming Company at no
cost to the City.
The installation of the bus turnouts and the improvements at Via Jacara can be funded
through the Valencia Bridge and Major Thoroughfare (B&T) Construction Fee District.
The particular locations identified may be added as specific improvement items to the
Valencia B&T District. Landscape Maintenance District funds may be another source of
funding for these improvements.

SUBJECT: STRIPING OF MCBEAN PARKWAY BETWEEN INTERSTATE 5 AND
VALENCIA BOULEVARD

RECOMMENDED ACTION
City Council approve the six -lane striping of McBean Parkway between Interstate 5 and
Valencia Boulevard; and authorize (1) the removal of nine trees to improve sight distance of
traffic entering McBean Parkway and to conform with recognized design/safety parameters,
and replanting of five new trees in their respective places; (2) the removal of two trees to
provide for a continuous sidewalk for pedestrians; (3) the installation of "no right -turn on
red" and guardrail devices to reduce tree removals; and (4) the planting of no less than eight
additional trees where possible to reduce the effect and gain additional trees along the
corridor.
BACKGROUND
McBean Parkway is identified as a major six -lane arterial in the City's General Plan
Circulation Element. Presently, this road has adequate width for this purpose, but it is only
striped for four lanes and no on -street parking. The Newhall Land & Farming Company has
been conditioned to stripe McBean Parkway to six travel lanes between Interstate 5 and
Valencia Boulevard. This condition is the result of various approved projects within the
Santa Clarita Valley area.
NEED FOR THE PROJECT
The conditions of approval for the Valencia Marketplace west of the Interstate 5, and the
Northpark Development in north Saugus, required the developer to provide six -lane striping
along McBean Parkway between Interstate 5 and Copper Hill Drive. Both of these projects
have been occupied for some time, but the required mitigation is still not totally in place. The
entire McBean Parkway has six lanes now, with the exception of the section between
Interstate 5 and Valencia Boulevard, which is currently striped for four lanes.
Over the past few years, traffic volumes on McBean Parkway have increased to the same
level of Valencia Boulevard, which was striped for six lanes in 1992. The latest traffic counts

on McBean Parkway between Orchard Village Road and Valencia Boulevard were shown to
be about 36,000 vehicles per day, nominally the same as those on Valencia Boulevard.
Starting this fall, the Valencia Boulevard interchange project over Interstate 5 will be under
construction. The duration of this project is about 18 months. Following the completion of
this project, Caltrans will start the construction of the Magic Mountain Parkway interchange
and the Interstate 5 bridge over the Santa Clara River. These two projects are estimated to
last about three years. During the construction phases of these projects, there will not be
any specific detour of traffic through McBean Parkway. However, it is expected that as
freeway bottlenecks occur, many motorists will use various surface streets to go to different
parts of the valley. Since McBean Parkway is a major street throughout the City, it is
expected that there will be an increase in traffic volumes during the next five years. The
proposed project will address the traffic capacity needs of the street in the future.
SCOPE OF THE PROJECT
When McBean Parkway is converted to a six -lane facility, it is recommended that all left -
turn lanes at signalized intersections along the parkway be provided with appropriate left -
turn signal phasing and separate signal heads, both overhead and on the far left signal pole.
This recommendation would affect existing mast arms at most of the existing signalized
intersections, and could require that new signal poles and pole foundations be provided.
This proposal also assumes that two new traffic signals will be installed at the
McBean Parkway/Alegro Drive intersection and at the McBean Parkway/Granary Square
Shopping Center entrance. When the new signal is installed at Granary Square, the existing
median opening north of the signal location will be closed and modified to provide an
adequate left -turn lane at the new signal.
TRAFFIC SAFETY FINDINGS
A consultant was selected to prepare an analysis of the engineering and safety issues that
must be addressed if this roadway were to be modified to accommodate six through travel
lanes. The study was completed to address three issues: (1) conformance of the existing
roadway with recognized design/safety parameters; (2) striping the roadway to six through
travel lanes; and (3) a provision for a continuous sidewalk to accommodate pedestrians and
joggers. A copy of the draft engineering report is available in the City Clerk's reading file.
An inventory of existing trees along the outside edges of McBean Parkway resulted in the
study finding that currently 41 eucalyptus trees are too close to the curb. The study also
indicated that 13 additional trees along the outside of McBean Parkway are limiting the
ideal stopping sight distance desired along the roadway. Therefore, the study's conclusions
were that 54 trees would have to be removed in order to reduce the City's liability should a
traffic accident occur involving one of these trees.

The study also found one short segment along the south/east side of McBean Parkway from
Interstate 5 to Valencia Boulevard without a sidewalk. If the City Council wishes to install
120 feet of sidewalk as part of this project in the area immediately north of the Singing Hills
Drive intersection with McBean Parkway, this situation would be remedied. Two eucalyptus
trees in this area would have to be removed to accommodate the sidewalk.
PUBLIC MEETINGS
The above issue was presented to the City Council in a Study Session on December 7, 1999.
After receiving this item, the City Council directed staff to hold a public meeting to inform
the area residents about the project, and implement strategies to reduce the number of tree
removals referenced in the study.
An extensive public outreach process was implemented, which included several newspaper
ads, door hangers, editorials, and newspaper articles. A public meeting was held on
February 14, 2000 to share the findings of the report with the public. Comments from the
public were considered to formulate a plan to reduce the number of tree removals.
This issue was also presented to the Santa Clarita Valley Chamber of Commerce
Transportation Meeting on July 20, 2000, and to the Santa Clarita Valley Transportation
Alliance on August 9, 2000. In general, the members attending each of the above two groups
were in agreement with the safety findings of the study and recommended that staff take
every possible measure into consideration to reduce the overall impact on tree removals.
STRATEGIES TO REDUCE TREE REMOVALS
Staff has carefully evaluated all the tree locations identified in the report, and in response to
the community concerns, has developed the following potential strategies to reduce the total
number of trees affected:
1. Staff has proposed that some driveways along this corridor be designated as "ENTER
ONLY." This suggestion will force drivers to use other more suitable driveways, and by
eliminating the exiting out of the driveway will result in saving several trees.
2. Staff has proposed that if the City Council and the community concur, the right -tum
traffic out of Alegro Drive and Singing Hills Drive be restricted to "NO RIGHT -TURN ON
RED." This suggestion will eliminate the need to remove several trees on the left-hand
side of these streets.
3. Staff has proposed that a combination of decorativetwooden guardrail and hedges be
installed on eastbound McBean Parkway adjacent to Via Jacara to provide a buffer zone
between McBean Parkway and the homes located on Via Jacara, and eliminate the need
to remove several trees.

If the above proposals are accepted and put into effect, a total of only nine trees would need
to be removed along the corridor. At five of these locations, staff will be able to replant new
eucalyptus trees farther away from the curb lines. Staff also proposes to plant a minimum of
eight additional trees where space is allowed to fill in empty places and gain more trees
along the corridor.
There are also two trees that will need to be removed if the City Council wishes to install 120
feet of sidewalk as part of this project on the south side of McBean Parkway to maintain a
continuous sidewalk on either side of the street througout the corridor.
ALTERNATIVE ACTIONS
1. Consider a phased improvement plan along the corridor.
2. Other action as determined by the City Council.
FISCAL IMPACT
This project includes street improvements, construction of two new traffic signals,
modification to several existing traffic signals, removal of several trees, construction of
sidewalks, and other miscellaneous improvements. The total project cost will be the
responsibility of the Newhall Land & Farming Company at no cost to the City.

INFORMATION ABOUT TREES TO BE REMOVED

Tree Numbers 1, 2, and 3
These trees are located on the west side of Alegro Drive. The trees are leaning over the
roadway and present a safety hazard now, and especially in the future when motorists will
be travelling closer to the curb. All three trees will be replaced with new trees to maintain
the number of trees in this area.
Tree Numbers 4 and 5
These trees are located too close to the driveway to the church on the north side of
McBean Parkway. The trees block the visibility of oncoming traffic for motorists exiting the
driveway. Due to sight distance requirements, they cannot be replaced with new trees.
Tree Number 6
This tree is encroaching on the roadway, and large trucks travelling close to the curb lane
have already hit its trunk. A new tree will be planted to replace this tree.
Tree Number 7
This is a two -trunk tree where one of the tree trunks is leaning over the roadway.
Unfortunately, there is no alternative to save the tree if one of the tree trunks is cut. A new
tree will be planted to replace this tree.
Tree Numbers 8 and 9
Tree Number 8 is located too close to the driveway to the Valencia United Methodist Church
and severely restricts the view of oncoming traffic. The Church officials agree with the
removal of the tree. Due to the sight distance requirements, this tree cannot be replaced
with a new tree.
Tree Number 9 is encroaching on the roadway and is also leaning. A. new tree will be
planted to replace this tree.
Tree Numbers 10 and 11
These two trees will need to be removed if the City Council wishes to install 120 feet of
sidewalk on the south side of McBean Parkway to maintain a continuous sidewalk on either
side of the street throughout the corridor. Due to limited space, there is no room to plant
new trees to replace these trees.

ADDITIONAL INFORMATION REGARDING
POTENTIAL MCBEAN BUS TURNOUTS
There are several factors that need to be considered regarding the installation of bus
turnouts along McBean Parkway: (1) First are the physical dimensions required. In order
to accommodate a transit vehicle, the turnout needs to be 12 feet wide, with a total length
of 260 feet, to allow the buses to get in and out easily; (2) the location should minimize the
need to relocate existing streetlights or remove existing street trees; and (3) an adjacent
slope may require the need for a retaining wall. The attached set of photographs indicates
all locations along McBean Parkway that have sufficient width for installation of a bus
turnout, although other constraints may exist.
The attached table, Cost Estimates for Bus Turnout Improvements along McBean Parkway,
summarizes these constraints (e.g., streetlights, street trees, need for retaining wall) and
provides cost estimates for all locations that have sufficient width. Please note that the cost
estimates include an estimate for right-of-way (ROW) acquisition.
After considering all of the factors above, the locations listed below are the most practical
for installation of a bus turnout.
Location (1) Nearside, Del Monte Drive, southbound $82,000
(See photograph #1.) This location provides adequate width for the installation of a bus
turnout. It would require the removal of one street tree and the relocation of one
streetlight. The existing bus stop located on the other side of Del Monte Drive would
need to be moved to this location.
Location (2) Nearside, Avenida Navarre, northbound $70,000
(See photograph #9.) This bus turnout would be located within the landscaped divider
that currently separates Via Jacara from McBean Parkway. In order to provide
sufficient width to maintain landscaping within this divider, the divider will be
extended six feet to the east, and on -street parking will be prohibited along the west
side of Via Jacara. The curb -to -curb width of Via Jacara will be reduced from 36 feet to
30 feet. This concept is illustrated in Figure 1. Two street trees will need to be
removed. The existing bus stop located on the other side of Avenida Navarre would
need to be moved to this location.
Location (3) Granary Square, northbound $82,000
(See photograph #10.) A bus turnout at this location would serve this active commercial
site and the residential units on the opposite side with the use of the proposed traffic
signal. The bus turnout would be located within the landscaped area between the
sidewalk and the Granary Square parking lot. It would require the removal of two
street trees and the relocation of two streetlights.
Location (4) Farside, Del Monte Drive, northbound $82,000
(See photograph #12.) This location is currently undeveloped and has more than
enough room for the installation of a bus turnout. It would require the removal of one
street tree and the relocation of one streetlight. The existing bus stop located on the
other side of Del Monte Drive would need to be moved to this location.
