C0017 — AWARD CONSTRUCTION CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the contract for the installation of battery back-up power for traffic signals at various locations, Project No. C0017, to L.A. Signal, Incorporated in the amount of $77,440.00, and authorize a 20 percent contingency in the amount of $15,440.00. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND This project will install battery back-up systems at 15 major intersections in the City. The purpose of this system is to energize traffic lights equipped with Light -Emitting Diode (LED) signals during anticipated rolling "brownouts" this summer. On March 13, 2001, the City Council approved the plans and specifications, and authorized the advertisement for construction bids. The project was advertised locally, as well as other newspapers of general circulation. On April 17, 2001, the City Clerk's Office received five bids for this project as follows: Company L.A. Signal, Incorporated Hyper Electric, Inc. Signal, Incorporated, the lowest responsive bidder. L.A. Signal, Incorporated possesses a State Contractor's License and is in good standing with the State Contractor's License Board. The bid of $77,440.00 was reviewed for accuracy and conformance to the contract documents and was found to be complete. The references indicated that this contractor has performed work to their satisfaction. The request for the higher than normal contingency of 20 percent is to take into account some of the potential unknowns with the battery -powered back-up system technology. Some unknowns are attributed to the fact that the system is relatively new, and currently no Caltrans -approved Standard Specifications exist for this system. Instead of a detailed technical specification, the City used a performance-based specification in bidding out this project. ALTERNATIVE ACTIONS 1. Do not award the contract at this time. 2. Other action as determined by the City Council. FISCAL IMPACT The Engineer's Estimate for the installation of the battery back-up power systems at 15 locations is $91,000.00. Funds in the amount of $98,000.00 are budgeted in Account No. C0017001-8001 for this project.
