TRANSIT SERVICE AND MA 'TENANCE REQUEST FOR PROPOSALS

RECOMMENDED ACTION
City Council authorize the City Manager to release the Request for Proposals (RFP) for Operation
and Maintenance of Transit Services.
BACKGROUND
Since 1991, the City has contracted for the provision of transit service operations and vehicle
maintenance. The contractor provides all drivers, supervisors, trainers, mechanics, utility workers,
and administrative staff, as well as a fiye-member on-site management team, The current contract
includes a total of , personnel. In anticipation of the expiration of the existing contract, on
September 12, 2000, the City Council approved the award of contract to the consulting firm of
Urbitran to conduct a comprehensive review of management and operation options for Santa Clarita
Transit. At the January 2, 2001 City Council Study Session, Urbitran presented the findings of that
review. As a result, a decision was made to continue a contracted service model, similar to the
existing arrangement, for the next five years.
Based upon recommendations of the Urbitran study and the City Council's comments at the
January 2, 2001 Study Session, an RFP has been developed. There are some fundamental changes uch changes include provisions for

penalties for performance failuresmore operational road supervision, more customer
service agents, and improved driver compensation. Provisions for improved training requirements
throughout the contract organization will also be imposed by the standards set in this Request for
Proposals.
Release of the RFP will occur on March 15, 2001, with sealed proposals due on April 26, 2001. A
recommendation to the City Council for award of contract is scheduled for June 12, 2001, with a
contract effective date of August 5, 2001.
